LEGISLATIVE COUNCIL. (Per Press Association.) Weixington, October 12, The Council met at 2.80. The debate on the second reading ot the Rating on Unimproved Value Bill wbb resumed, when a hostile amendment, proposed by Hon. Pharazyn that the Bill be read n second time six months hence, was carried on division by 14 to 12. Following is the division list: — Ayes (14)— L. Walker, Richardson, Bonar, Swainson, Pharazyn, Williams, Dignan, Acland, Oliver, Orinond, Bowen, McLean, Stevens, Peacock. Noes (12)— Stewart, Whitinore, Barnicoat, Mo< 'ullougb, Kerr, Bolt, McGregor, Kelly, Rigg, Feldwiok, Montgomery, Buckley The Bill was thus killed. The Council then adjourned till Monday at 2 30.
