« SERIOUS ASPECT OP AFFAIRS (Per Prkss AssociXtion). London, Octobor 1. The sudden resignation of M. Decrais, the French Ambassador to England, and the appointment of Baron Courcel in his place hns caused much comment. It is feared that the relations between the two countries are strained, chiefly over Africa and Madagascar. The French newspapers publish virulent attacks on English influence in the latter country.
