SERVIAN *AFFAIKS. AUSTRIANS SENT TO SIBERIA. THE ENGLISH IN AFRICA. (Per Press Association. St. Petersburg, August 23. The Czar has prevented the King of Servia from abdicating by objecting to ex King Milan as his successor. The Russians have arrested five Auetriaus, who were spying out th^ military frontier, and sent them to Siberia. London. August 23. Sir Edward Grey, Parliamentary Secretary to the Foreign Office, in reply to a question in the House of Commons, said that the Government had determined to compensate the British East Africa Company for their withdrawal from Uganda, but the settlement of the amount was delayed through the fact that the trade had been over-estimated, and it was impossiblo for any reasonable offer to he proffered which would satisfy the Company. Sir H. Loch personally consulted Lord Kipon on South African affairs, tind returns immediately to settle the Swaziland difficulty. He then leaves the Cape for good.
