Kiwitea County Council.

The ordinary monthly meeting of i the above bo'Jy was held at Feilding ' on Saturday last. Present— Crs. P. j Homer, J. J. Williamson, W. Jones, W. F Jacob, W. Morton. In the absence of the chairman, (Mr Reid) Mr Homer was voted to the chair. • Tbe minutes of the previous meet- j iug were read and confirmed. j Correspondence was read and dealt ? witb as follows : — | From F. Stock, asking permission to fell road line opposite section C, Hautapu. — Application granted. From R. E. Beckett, asking permission to fell roadline on Hinau road. Application granted. From the following re change of names on rate roll : — From Annie McWilliam to J. S. Clark ; from J. Greaves to H. Hewitt. From Land and Income Department, forwarding subsidy of £85 4s 9d due to Council. From J. W. Jenkins and four others, asking that the Mangapipi road be made to their sections, a distance of about 100 chains. From W. and A. Bosher, asking that ther thirds be spent on tbe Mangamako track. From Secretary Palmerston North Hospital and Charitable Aid Board, asking for payment of balance of levy £57 lis 6d. From R. Lyon and Son, contractors for bridge on Cheltenham Cross-road, stating they would replace a pile condemned at Council's expense. From J. Home, asking permission to graze his horses on the roadside where he is working. From F. Kite, applying for position of roadman. From G. Pbilps, applying for work on roads. From H. A. Hancox, complaining of the rangers action in pounding horses after dark. From Colonial Treasury Department, applying for £543 8s 2d interest on £21,736 9s lld. £186 9s ofthe interest was owing by the Pohangina Road Board. From Under-Secretary Lands and Survey Department, enclosing a warrant authorising the erection of the bridge on tbe Cheltenham Cross-road. Also, stating that the Rangitikei County Council had been authorised to construct bridge at Vinegar Hill, and that tbis Council's share would be one half of tbe cost. According to instructions from the previous meeting of the Council, re tbe proposed deviation of the road through Mayfield, the Engineer reported that he had laid off and graded a road from tbe end of the track on Taylor's road to Mackay's line, and had got a good line. The proposed road is 188£ chains from the end of the track to Mackay's line and from Perry's line to Mackay's line 220 chains. There is about 45 of sideling on the length of the new road, of which six chains are heavy, the remaining portion of the road is practically flat. The land required from Messrs Buchanan and Levett and Mr Corpe will be about 18 acres — about 10 from the former and 8 from the later. To construct a 12-feet road from Perry's line to Clifton street to Mackay's line was estimated to cost £791 15s. Crs. Jacob and Jones, who were | instructed to inspect the proposed deviation of the road through May field and to interview the owners of land through which the road would pass, reported that they had inspected the proposed road from Perry's to Mackay's lines and they had interviewed the owners of the land required for the road. Owing to the engineering difficulties they abandoned the idea of the line along the eastern boundary of Mayfield as impracticable. They therefore obtained Messrs Buchanan and Levett's consent to taking the road down the present sideling into the valley, thence in almost a straight line to the junction of Wellington and Clifton streets. Tbe actual length is 24 chains less than the old road. They wished to impress on tbe Council that i* was not only a better road in every re* spect than Taylor's line, having easier grades and being a much cheaper road to make and to maintain, but also in making it the Council will be making 77 chains of Haines hue at the same time thereby effecting a large saving ultimately for road making. It is proposed to bring Haines line down to Wellington street to meet the new road. Mr Corpe having bought Mr Arkill's section there were now only these two owners to deal with. Mr Corpe offers to sell tbe land required at the actual cost price to himself for land and fencing. They wished to point out tbat at least 6£ acres (with 130 chains fencing) if tbis land will sooner or later bave to be bought in order to complete Haines road. Tbey, therefore recommended the Council to accept Messrs Buchanan and Levett's and Mr Corpe's offers, the terms of which appear to be fair and reasonable. From Under Secretary to Treasurer re loan of £1235, stating a fresh application would have to bo made for the amount if it was repaid into Treasury. From District Land and Suryey Department re thirds and fourths. From Cohen and Esam, attachment order for £28 5s 6d and £36 5s 6d, in the cases David Robb v. J. Cotterill and R. J . Smith v. J. Cotterill respectively. A copy of the Noxious Weeds Bill was received. The Engiaeer's report stated that tenders had been received and accepted for delivery of metal on Kimbolton road and a bridge on Mackay's line. He had arranged with Mr Sykes to cart £10 worth of gravel from the Kiwitea stream to Kimbolton road at 4s lOd per yard. The repairs to the bridge over the Kiwitea stream at Beaconsfield are being proceeded with. Small crates bad been made to protect the approaches to the small bridge between Cheltenham and the Kiwitea stream. Resolved, That it is the intention of this Council at a special meeting to be held on Saturday the 25th day of August next to confirm the following spec ial order: — That for the payment of interest on loan of £6,049 to be borrowed undor the Government Loans to Local Bodies Act, 1 886, for construction of roada in the Hautapu and Ongo ridings, a special rate of 6d in the £ be hereby levied on the following sections within tbe said ridings viz .-—Sections No 1, 2, 3, 5, 6, 7, 14, 17, 18, 19, block y, Apiti Survey district ; \ to 13, block VIII, Qngo Survey district; sections 40 and 41 block I, Apiti. Such rate to be annually recurring for 26 years and to be payable in equal half yearly payments on the Ist days of April and October in each year. Proposed by Cr Homer, seconded Cr Williamson, That it is the intention of tbis Council, at a special meeting to be held on Saturday, the 25th day of August next, to confirm the following special order : That for the payment of interest on loan off £685 to be borrowed under the Government Loans to Local Bodies Aot, 1886, for construction of the Branch" and Terrace roads in the Birmingham Special Settlement Block. A special . rate of 3d in the £ on the following sections within the said Birmingham Block be hereby levied, viz., sections 6, 7, 8, 9, 11, 12, 13, 14, 16, Block XIV, Apiti Survey District. Such rate to be annually recurring for 26 years, and be payable in equal halfyearly instalments pn the first days of i April and October Sn each year. Resolved, That it is the intention of this Council, at a special meeting to be held on Saturday the 25th day of August next, to confirm the following special order: That for the payment of interest on a loan of £2571, to be raised under the Government Loans to Local Bodies Act, 1886, for construction of Kiwitea Cross, Peep-o'-Day and Bluff roads in Birmingham; Special Settlement Block. A special rate of 3£d in the £ be hereby levied on the following sections within the Apiti riding, viz., sections 1, 2, 3, 59, 60, 65,72, 79, Block VI, Apiti Survey District ; sections 56, 57, 58, Block VII, Apiti ; sections 5 and 7, Block IX, Apiti : sections 13, 14, 17, 18,22, 23, 24,25, Block X, Apiti. Such rate to be annually recurring for 26 years, and be payable in equal instalments on the first days of April and October in each year. Resolved, That it is the intention of this Council, at a special meetingto be held on Saturday the 25th day of August next, to confirm the following special order : Tbat for tbe payment of interest on a loan of £928, to be raised under the Government Loans to Local Bodies Act, 1886, for construction of Mcßeth's and Junction roads in the Birmingham Special Settlement Block. A special rate of 2£d in the £ be hereby levied on the following sections within the Apiti and Ongo ridings, viz., sections 1, 76, 77, 78, 79, 37, 32, 59, 60, 61, 92, 64, 65, 66, Block XIII, Apiti; and section 19, Block IX, Apiti Survey District. Such rate to be annually recurring for 26 years, and to be payable in equal half-yearly instalments on the first days of April and October in each year. Mr Bainbridge waited on the Council re the grayel reserve adjoining his section. He was informed by the Chair' man that they would enquire into the matter and come to some settlement by next meeting. Messrs McKinnon and S. J. Thompson waited on the Council to present a petition, siguedby sixty six settlers in the northern portions of the Hautapu and Apiti ridings of the Connty, praying that a separate road district be formed. Mr McKinnon said the object was to get more representation and to increase their borrowing powers so that more road work could be done. Mr Hancox waited ou the Board re gravel reserve adjoining Mr Bainbridge's section and was informed the Council would not let it for some time. Besolved, That the Engineer call for tenders for the erection of a permanent footbridge from the end of the Upper. Kiwitea bridge on Mackay's line. Besolved, That the Engineer make ft survey of the gravel reserve on secticjb 2, Birmingham Block, and report at the next meeting as to the position of Mr Bainbridge's house. . Besolved, That the Secretary inform Mr Home that the Council has no power to allow anyone to graze horses on the public roads. • Proposed by Cr Homer, seconded by Cr Morton, That the necessary steps be taken to borrow sufficient money tp complete about two miles of construction of Mcßeth's line, under the Government Loans to Local Bodies Act, 1886, for which the following sections are to be rated, 49, 50, 51,52,53, 47,48,27,28, 29, 54, 55, 56, 57, Birmingham Special Settlement.— Carried. Proposed by Cr Jacob, seconded by Cr Morton, That the Engineer and the mover be authorised to arrange for the necessary survey and plans required to open the proposed new road from Perry'o line to Mackay's line and to close Taylor's road. — Carried. Besolved, That the Clerk take tho necessary steps under the Government Loans to Local Bodies Act, 1886, to raise the amount required to construct the Cheltenham Cross road bridge. Besolved, That tenders be called for 150 yards of metal, to be placed on Kimbolton road between Cross road and Haynes' road. Tenders to be in by August 4th, ahd accepted by the Engineer and Cr. Jones. Besolved, That the Chairman and Cr Homer, together with ratepayers, be appointed to wait on the Minister of Labor and the Minister of Public Works in WeUington re the state of the Kimbolton road north of Birmingham, Besolved, That the following application for alterations on rate roll be made; Tbe names of J. Clark instead of Annie McWilliams and H. Hewitt in place of J. Greaves, sections 42 and 48, Block Vn, Apiti. Besolved, That the Chairman and Crs Jones and Williamson be appointed to meet a deputation of the Rangitikei County Council at the Onepuhi bridge on the 23rd inst. Resolved, That the Clerk submit to the next meeting a plan for dividing the salary of the Engineer among the various ridings in poproltion to the work done in each. Accounts were passed for payment and tho Council adjourned.
