THE NEW PRESIDENT RETIRES. (rttM PBBB9 ASSOCIATION). Paris, July 4. M. Cashnir-Perier, the new President, in a message to the Chamber of Deputies, declares he will not permit the rights of the constitution conferred on tbe President to be disregarded, and he has promised to retire in September. In the Chamber the Socialists furiously attacked the revival of personal Government, and urged that a Committee should be appointed to reply. Uproar resulted, and the previous question having been put it was carried by an enormous majority. Owing to the mourning of the late President, the National Fdte will not be celebrated, and the money is to be devoted for the relief of the poor. Madame Carnot has declined to accept a pension.
