A motion for a writ of mandamus on I the Licensing Committee re Ryland's Hotel was dismissed by Justice Richmond. He delivered an oral judgment stating that tbe refusal was not founded on the report of tho inspector nor on any supposed infraction of the law by the licensee, or on any misconduct of the house . that the Committee founded their action ; but solely on the popular mandate, and ia such cases he held it was not necessary for them to assign any cause or reason for their refusal.
