Grey, Political Secretary of the Foreign Department, said it was decided to proclaim a protectorate over Uganda proper, and a Commissioner would be appointed to administer the affairs there. A sub-Commiaaioner would be selected to administer the country from Lake Victoria to the coast. It bad been decided not to construct a railway in the latter mentioned country.
