Kiwitea County Council.
The ordinary monthly meeting of the Kiwitea County Council was held at their office. Feilding, yesterday. Present— Crs J. Reid (chairman), W. Jones, W. F. Jacob, W. Morton, F. Homer, The minutes of the previous meeting were read and confirmed. Correspondence was read as follows :— From C. London, juor., re thirds. From Mrs Elizabeth Cossey asking the Council to give her an outlet from her section. From A. Rose asking the Council to substitute the name of Thomas Chirm for his on rate roll for section 44, Rangiwahia ; also to put name of Charles McKinnon on the roll for section 117, Bangiwahia. From A. C. Turner, Wellington, re , grant of £SOO from the Government for patching Kimbolton road. [The work is now being done. | • From Survey Department, re Cheltenham Cross road bridge loan proclamation. From Receiver of Land Revenue, re thirds. From James Maher, M. Beilly, Win. Foster, R. McLoughlia, claims under the Workmen's Lien Act, 1892, against James CotteriU. From F. C. Lippell, notifying Council he had completed felling road line. From H. P. and C. H. Clare, stating the Pararorangi road had been partly laid out through their section. From W, and A. Bosher, re thirds etc. and asking Council to do something to Mangamako. From Private Secretary to Premier, re letter of 26 April re bye-law and grant for Kimbolton road. From Treasury, voucher for £'1235 amount of loan for Sandon Small Farm Block ; also, £1735 for Ongo Ward. From Colonial Secretary's office, Wellington, re grazing notices and result of the polls. From Treasury Department, voucher for -£200, portion of £400 grant for work in Pakihikura Valley Reserve. From the following re charge of name on rate roll : — G. Malcoln to Neil Neilson for section 79, Rangiwahia ; J. H. Hankins to F. Burdekin for sections 49 and 50, block 13, Apitd ; A. Rose to J. Ruscoe for section 66, Rangiwahia. From C. M. Brooke, Ashburton, price list for poisoned wheat. From H. H. Richardson, Clexk Rangitikei County Council asking for refund of £11 14s lid, this. Council's share of expenses of recent licensing elections, From District Land and Survey office stating that the correct area of section 4, Block XI, Hautapu, was 408 acres and not 525. From H, and R. J. Wishaw, requesting that the ranger be reinstated with respect to Edwards' road. ■ ■ , , SPECIAL MEETING. '' A special meeting was held and the following resolutions were passed ;-r- ; =. Proposed by Cr. Reid, seconded by Cr. Morton, That the Council adopt the Government Loans to Local Bodies and Local Bodies Loans Act, 1886, and amendments thereto.— Carried. Proposed by Cr. Reid, seconded by Cr. Jones, That the special order mergiag the Kiwitea Road Board into the Kiwitea County Council be now confirmed as set out in special order. — Carried. , Proposed by Cr. Reid, seconded by Cr. Morton, That the bjelaws in reference to law and order and business of Council for regulation of wheel traffic, slaughter and hawkers' licenses be now confirmed aßper special order and the seal of the Council affixed thereto in the presence of the Chairman and Cr. Homer. — Carried. OBDDUBY MEETING. A petition was received from W. MeBeth and others asking the Council to reinstate ranger with respect to impound* ing cattle trespassing on Perry and Mcßeth's lines. Cr G. Shannon here took his seat in the Council. Proposed by Cr. Morton, seconded by Cr. Jones, That request of the petitioners re ranger on Perry and Mcßeth's roads and Edward s street be acceded to.—Carried. Messrs T. R. Taylor and W. F. MeBeth waited on the Council to present s» petition, signed bj themselves and A. J. Perry, A. Moßeth, F. Meßeth, and D. Mcßeth, ratepayers in the Oroua riding, praying " That the Council complete the purchase of the land required to complete the road through the Mayfield property according to the Government surveyed line and as carried by resolution of the late Kiwitea Road Board and that you will cause a poll to be taken of the ratepayers of the riding on the above roads (leaving out section 169 of the Mayfield property, which the road does hot touch on and taking in section No. 177) to borrow under the Loans to Local Bodies Act such amount of money as wiU'complete a bridle track according to the estimates of the Engineer of the Board." The deputation pointed out the desirability of this step and withdrew. Proposed by Cr C. Jacob, seconded by Cr Morton, That the clerk await instructions from the Council before taking proceedings under the Public Works Act with reference to the land required for the road through Mayfield.— Carried. In speaking to the above resolution Cr. Jacob said that a meeting of ratepayers interested in the rival roads had been held and a resolution was passed to the effect tbat proceedings with reference to taking tbe road through Mayfield propert* be stopped until more definite information could be obtained as to tbe cost of each road. It the alternate road to the one through Mayfield was found too expensive he was willing to drop his opposition to the latter. He would like to see (he matter settled by private arbi« tration. After discussion the motion was carried. Proposed by Cr. Homer, seconded by Cr. Reid, That the following alterations be made in the rate roll :— -John Buscoe in place of Arthur Rose,' section 66 Btngi* wahia ; Neil Neilson in place of G. Malcolm, section 79 Rangiwahia ; Walter F. Burdekin in place of Herbert Tompkins, sections 49 and 50, Block 13, Apiti; Thomas Chirm in place of A. Rose, sec* tion 44 Rangiwahia ; Chas. McKinnon in place of A. Rose, section 117 Rangiwahia. — Carried. Proposed by Cr. Jacob, seconded by Cr. Shannon, That the clerk and the mover ascertain from Mr Arbell on what terms be would sell the land required for the proposed new road from Perry's line to Mackay's and that the consideration of the petition of Mr Taylor and others be deferred to next meeting of the Council. — Carried. Proposed by Cr. Jacob, seconded by Cr. Jones, That tbe Engineer and the mover be authorised to expend up to £10 in metalling Kimbolton road in Oroua riding* —Carried. Proposed by Mr Reid, seconded by Cr. Homer, That Cr. Jones and the Chairman interview the manager of the Bank of Australasia to arrange about overdraft and that anj two Councillors and Treasurer sign cheques — Carried. Proposed by Cr Homer, seconded by Cr. Morton, That a renewed slaughtering license be granted to Messrs Polwelka and Simpson on their paying the fee (43;. Proposed by Cr Homer, seconded by Cr Morton, That the Engineer be instructed to have the necessary work on the Terrace road done out of thirds now in hand and that such places be pointed out by Messrs Hodge and Boggis.—Carried ■ . A petition, signed by 64 settlors, was presented by Cr Homer, praying that the upper portion of the Apiti ward be separated, and fowjed into » new^rotd
district. In discussing this question, the Chairman considered that the fact of the Kiwitea Road Board being formed into a County Council did away with the necessity for separation. The upper portion of the district should be better represented — say by two members for Hantapu and two for Apiti ridings. They had sufficient borrowing powers now, and were quite capable of managing the whole district, and, therefore, he did not see the necessity for separation. The general opinion of members was that the petition was informal and nothing could be done with it, consequently it was Proposed by Cr Homer, seconded by Cr Reid, That the secretary write and explain to Mr Stent that the petition re separation is informal.— Carried. Proposed by Cr Shannon, seconded by Cr Jacob, That any person requiring metal from any of the pits belonging to the county can take same at 8d per yard, provided permission is got from the engineer and councillor in whose riding the pit is. — Carried. I Notice of motion was given, proposed by Cr Reid, seconded by Cr Homer, That a general rate of fd in the £ on all the rateable property within the Hautapu, Apiti, Kimbolton, and Makino ridings, and that -i-d rate in the £ be struck in the Waitunaj Oroua, and Ongo ridings. Proposed by Cr Homer, seconded by Cr Morton, That the services of Mr E. Goodbehere be retained as clerk, treasurer, and rate collector, at a fixed salary of JEISO per annum.— Carried. Proposed by Cr Morton, seconded by Cr Shannon, That the Council advertise for an engineer, at a salary of £2oQ a year, the advertisement to be given to the local papers, to be inserted fora week, and applications (with testimonimonials) to be in on the 23rd June, at noon.— Carried. , , , Proposed by Cr Jacob, seconded by Cr Jones, That Mr E. Goodbehere be paid £10 for his services as clerk to date.— Carried. Proposed by Cr Jacob, seconded by Cr Jones, That until an engineer is appointed Mr Chas. Bray (senr.) be requested to act as engineer on the .same terms as under the Kiwitea Road Board. — Carried. After passing accounts the Council adjourned. .
