Manchester Boad Board.
• ■ The ordinary monthly meeting of the above Board was held at their office, Eeilding, on Saturday afternoon last. Present — Messrs Lethbridge (chairman), Wheeler, Purkiss, Pearce, Booth, and Conway. Mr Lethbridge was elected chairman for the ensuing year. Tbe minutes of the previous meeting were read and confirmed. Correspondence was read as follows : From Secretary to Treasury, WeUington, informing the Board that the £600 loan for Stanway, McDonald's and Paske's roads, had passed the audit. Also, that the loans for Nos. 3 and 4 wards had been provisionally approved of. From J. Cotter, Ashurst, asking the. Board to lower grade of road leading to his bouse. From C. Warne, asking permission to - lay tram line across the road opposite his property. From Jas. Woods, Ashurst, asking the Board to substitute the name of S. Clare on rate roll in place of his for section 46, sub-division P. From C. Managh and Wm. Diffey, asking to substitute the name ofthe former for that of the latter for sections 163 and 167, Halcombe. From J. Fortune and M.Blake, re change of name on rate roll from former -.' to latter for part section 12, sub O, Manchester Block. From F. Berry, Makino, applying for slaughter license. From Wm. Akers, re impassable state ; of road leading to his property at* * Ashnrst, through encroachment of Po- L hangina river. From J. P. Whibley, Ashnrst, re encroachment of Pohangina river. From Bramwell Bros., asking permission to erect a verandah to weir shop at Colyton. From Under-Secretary Lands and Survey Department, asking this Board to send in a letter agreeing to their share of the cost of the erection -of a bridge over the Kiwitea stream, on Cheltenham Cross road, if they were willing to bear one-third of tiie cost. From W. Remnant, asking the Board to improve the Penelope road leading to his property, and offering to do ten chains if the Board would do remainder. The Engineer's report was read to the effect that in accordance with a reso- ' : SS lntion passed at last meeting Mr Conway Land himself visited the drains and roads referred to. The water tables on Ulysses road require cleaning out, and about forty loads of gravel pnt on which will make it passable for the winter. The drain on the Pohangina road is about one and a-half miles long and, therefore, collects in this length a considerable quantity of water, which daring heavy rains overflows on to private property in several places along the road. The : report recommended thatthe drain be deepened about eight inches, and widened, which would cost about 2s 6d per chain. The drain on the PalmerstonAshnrst road, complained of by" Mr Orr, and the length in front of Mr Reid's property, are blocked ra places and re- * quire cleaning out. He recommended the Board to accept the £5 offered by the Railway Commissioners for clearing out the drain complained of by Mr Pankhurst, and to take steps to have the drain cleaned out at once ; also, to clean out the drain complained of by Mr Hart. In reply to a question from the Chairman, Mr Bray, the Engineer, said that if the matter were left to him he could arrange with Mr Akers about the encroachment of the Pohangina river, complained of by that gentleman. The turn in the river at Whibley's was a very large job to remedy and he did not think this Board should do anything in the matter. Government men were still working there, trying to prevent the river breaking into a lagoon. The groins mentioned were not placed in the river by the Board, but by the Government. Mr Carey waited on the Board, on behalf of himself and Messrs Bailey, Jones and Goldfinch, asking that the drain at the southern end of Taonui road be cleaned out to enable the water to flow away, and thus prevent their properties being flooded. • The chairman informed him that the Board could not do the work themselves as the drain in question is under the control of the Railway Department but they would do what they could to have tho drain attended te. Proposed by Mr Conway, seconded by Mr Booth, that permission be granted H. C. Warne to lay a tramway across the road near to the first angle oh tho south side of the mill subject to tibe Engineer's inspection. — Carried. Proposed by Mr Booth, seconded by Mr Conway, That the application of Francis Berry for slaughter license be granted, subject to the approval of the Inspector. — Carried. Proposed by Mr Purkiss, seconded by Mr Wheeler, That the name of M. Blake be placed on the rate roll for part section 12, sub-division O, Manchester Block, iv place of John Fortune ; That of W. Diffey for sections 166 and 167, suburban Halcombe, in place of - Charles Managh. Carried. Proposed by Mr Conway, seconded by Mr Pearce, Tha*) the work reported on in No 6 ward by the Engineer be done. — Carried. Proposed by Mr Pearce, seconded by Mr Purkiss, That permission be granted to Messrs Bramwell Bros to erect a verandah to their shop at Colyton the work to be done to the satisfaction of the Engineer. — Carried. Proposed by Mr Booth, seconded by Mr Lethbridge, That Mr Cotter be informed that at present the Board can do nothing but repairs.— Carried. Proposed by Mr Booth seconded by Mr Lethbridge, That the following special order be made:— That a special rate of one-ninth of a penny in the £ be made upon the rateable value of the whole of the rateable property (Crown and Native Lands occupied by native * owners excepted) within the boundaries of No 4 :: sab-division of the Manchester Road District for the purpose of paying interest on a loan of £1130, to be borrowed under " Tbe Government Loans to Local Bodies Act, 1886," such rate to be an an* nually recurring rate for 26 years and payable in equal instalments at the . Board's office on the first day of April and October in each year.— Carried. Proposed by Mr Wheeler, seconded by Mr Purkiss, That the following special order be made: — Tbat a special rate of two elevenths of a penny in the £ be made upon the rateable valqe of the wbole of the rateable property (Crown and Native Lands occupied by Native owners excepted) within the boundaries of No 3 sub division of the Manchester Road District for the purposo of paying interest on a loan of £1686, to be borrowed under " The Government Loans to Local Bodies Act, 1886," sneh rate to ba an annually recurring rate for 26 yeara and payable in equal instalments' at the Board's office on tbe first day of April and October in each year. — Carried. Proposed by Mr Conway, seconded by Mr Booth, That the Board cannot do anything to protect the river bank pn Whibley's road as requested by Mr Whibley. — Carried. Proposed by Mr Wheeler, seconded by Mr Conway, That Mr Remnant be informed that the Board being now without "\ funds cannot undertake fresh work tbis winter; but when this year's rates are coUected tenders shall be callei for the widening of his road subject to his offer to do the first ten chains. — Carried. Proposed bj Mr Booth, seconded by Mr Conway, That a geueral rate of onehalf penny in the £ on the rateable proporty within the Manchester Boad District be hereby struck according to the
advertised notice for the ensuing year ending March 31. 1895, such rato to be $ ayable in one sum on the 7th day oi fay, 1894, at the office of the Board, Feilding.— Carried. Proposed by Mr Pearce, seconded by Mr Conway, That the Clerk be instructed to write to the Railway Department requesting them to clean out the dram alongside of lhe branch railway line on the raonui road, as requested by Mr Carey and others.— Carried Proposed b. Mr Pearce, seconded by Mr Conway, That the Clerk be instructed to write to the storekeepers asking them to give a price for which they will supply charitable aid rations as per list supplied. —Carried. , , , , Proposed by Mr Wheeler, seconded by Mr Booth, That the Clerk be instructed to write to the person or persons sledging upon Penelope roftd, and call upon them to desist during the winter months. Should the notice be ignored that then proceedings be instituted under the Pubhc \\ oiks Act, 1892.— Carried. Proposed by Mr Wheeler, seconded by Mr Lethbridge, That the n^xt meeting of this Board be held on Monday, June 4 — Carried , _ Mr Wheeler was appointed Treasurer for the ensuing year. Accounts amounting to £oTZ were passed for payment and the Board adjourned.
