Mr Gladstone's Resignation.
LORD ROSEBERYS PROGRAMME. TRIBUTES TO MR GLADSTONE. (FEB FBESS ASSOCIATION.) London, March 5. The Queen's silence respecting Gladstone's resignation is causing some comment. March 6. Lord Rosebery takes the Lord Presidency of the Council. He remains a member of the London County Council. Mr Fowler has accepted the Secretaryship for India. Mr John Morley declined the post because it would separate him from the cause of Ireland. It is announced that Mr Stuart Rendel,|M.P., Mr Gladstone's intimate friend, Mr Reginald Wilby and Mr Ellis are to be elevated to the Peerage; while Mr Cowan, the chairman of Mr Gladstone's Midlothian Committee, is to get a Baronetcy. The National Liberal Federation has issued a manifesto urging the union of i the Party in order to carry the Newcastle programme. The newspapers already bear evidence that Lord Rosebery's Foreign policy and influence will strengthen the position of the Government.
