Obstructing Thoroughfares.

There was a large attendance at the City Council last night, when a special meeting was held to confirm the Byelaw to meet cases of obstruction of the thoroughfares [by street-preaching, etc., which han been so much discussed. An amendment proposed that the Council reserve tho power to withhold permitisiou to hold meetings in the public streets, was lost by b votesjto '6. and the resolution to confirm the Bye-law was carried. Mr Fish, Mayor, spoke for two hours. [The Press Association agent does not say what about.]
