Manchester Road Board.
The ordinary monthly meeting of the above was held at their office, Feilding, on Saturday last. Present — Messrs Lethbridge (chairman), Pearce, Wheeler, Purkiss and Booth. The minutes of the previous meeting were read and confirmed. Correspondence was read and dealt with as follows :•- - From Parsons and Tinning, re filling in of culvert in Waituna Valley. From F. L. Behrent, asking the Board to metal two chains of road on Sherwill street to his property. From T. Harrison, asking the Board to place the name of Martin Hart on rate roll for sections 37, 38 and 39, sub-division P, No. 6 ward, Manchester Block in place of his. '(;■ A From J . Phillips, drawing - the Board's attention to the way in which the Oroua river is encroaching on Forlong's road, and agreeing to let the Board enter his property for the purpose of protecting the road. | The Board decided to do nothing in the matter. From Fritz Gagern, requesting permission to erect a verandah in front of his shop at Cheltenham and asking the Board to place a culvert in front to give access to same. From J. H. Hankins, on behalf of a client, asking the name of the ranger in the Board's district. His* object being to have cattle prevented from running on the Bunnythorpe roads.— To be informed the Board . has no \ ranger. From W. A. Sandiland, solicitor, opinion re the sale of Gillett's line. Also, opinion re raising loans and striking rates. The question submitted to him was whether, with a view of carrying out certain proposed works in different wards, the Road Board bas power to sti ike a special rate Over the three wards concerned. Mr Sandilands considered- there was authority for proceeding as proposed and to charge the cost of the same to the district as a whole. They would be perfectly justified in doing so if the vote taken was favorable. The fact that any particular sub-division did not desire but opposed and voted against it, would not, in bis opinion, affect the matter as long as the statutory majority was polled. From the Colonial Secretary's office, re gazetting result of poll re loan of £600. From J. B. Heywood, Secretary to the Treasury, asking for particulars of loan of £600 applied for. • From the Colonial Treasurer, re loan of £1042 and £33 interest due by Board to be inscribed in the Treasury as a debt. From Wilfred Badger, compiler of New Zealand Statutes, 1843-93, asking the Board to purchase a copy at £3. From W. J. Heappy, stating that himself and Mr Crabbe bad amicably arranged between themselves to purchase that portion of Gillett's line in front of their own sections. Proposed by Mr Booth, seconded by . , Mr Lethbridge, That Mr Fritz Gagern be granted permission to erect a verandah in front of his shop, Cheltenham, to the approval of the Board's Engineer. Also, to inform him tbat the Board do not put in culverts to give access to private property. — Carried. Proposed by Mr Wheeler, seconded by Mr Purkiss, That Messrs Parsons and Tinning's offer to fill in the culvert, referred to in their letter, be accepted. — Carried. .. The Board held a Special Meeting, and it was proposed by Mr Booth, and seconded by Mr Purkiss, That tbe following special order be confirmed : 4 ' That a special rate of three-sixteenths of a penny in tbe £ be made upon the rateable value of the rateable property (Crown and Native lands exoepted) within the boundaries of No. 2 subdivision of the Manchester Road District for the purpose of paying interest on a loan of £600, to; be borrowed under 'The Government Loans to Local Bodies Act, 1886/ suoh rate to be for twenty-six years, and payable in equal instalments at tbe Board's office on the first day of April and October in each year. — Carried. On resuming the ordinary meeting it was Proposed by Mr Lethbridge, seconded by Mr Booth, That the £150 proposed to be borrowed for No. 1 Ward be struck out of the loan pro* posals. — Carried. Proposed by Mr Purkiss, seconded by Mr Pearce, That the tenders of F. L. Behrent for metalling Stanway road, and J. Dwyer and Co., for McDonald's road, be accepted, pro* visionally on the money being obtained from the Government, and that fresh tenders be called for Pascki's road.— Carried. After passing the usual monthly accounts the Board adjourned.
