(PEB PHEBS ASSOCIATION). London, February 20. The Employers' Liability Bill was discharged from the Order Paper. The Premier, in moving this course, declared that an overwhelming majority of workmen were opposed to the amendments made by the House of Lords. Messrs Balfuur and Chamberlain ridiculed the position taken up by Ministers, and said they had committed infanticide because they were unable to get their own way on one point. February 21. The Radicals are incented at the went of vigour of Mr Gladstone's speech upon the action of the House of Lords regarding the Employers' Liability Act. The Premier directed a special whip to bo sent round, with the intention of dividing on the motion that the amendments of the Upper House be laid aside but finding this was out of order he substituted the motion to discharge the Bill. The Opposition declined to divide, and left the House. ■ The Chronicle calls upou Mr Gladstone to decide whether it is time to retire, or whether he wiil really lead a crurade against the Peers. His present indecision and flabbiuess, the paper adds, are chilling the Party. The Daily News thinks the Premier's moderation is disappointing.
