At a large meeting, attended by many of the leading public and commercial men of Melbourne, a voluntary tribunal of arbitration was inaugurated, for the purpose of settling disputes between merchants and business men without entailing loss of time and money. This step is necessitated by the present legal methods. Dr Neill, coroner, writing to the press, says that in ninety per cent, of five hundred infant corpses he has examined, death was due to wilful suffocation, and lie estimates that there are fourteen hundred women living in Melbourne who have cheated the hangman.
