HIGH HANDED PROCEEDINGS. ORDERS GIVEN TO ARREST MEMBERS OF THE HOUSE. (per press association). Washington, January 8. At the instance of the Democrats, orders have been issued to arrest members of the House ou both sides who have been absent without leave. This step has been rendered necessary in order to form a quorum to discuss the tariff. The extreme Republicans threaten to irupeach the President in connection with the Hawaian question.
