Kiwitea Boad Board.
The ordinary monthly meeting of the above Board was held in their office, Feilding, on Saturday last. Present — Messrs Williamson (chairman), Homer, Powell; Reid, Morton, Taylor, and Jones. The minutes of the previous meeting were read and confirmed after the resolution dealing with the subsidy tp money raised by subscription for Kimbolton road had been corrected to read tbat such subsidy be charged to tbe Apiti ward account. Correspondence was read and dealt with as follows : — From T. H. Bredin, "re bushfelling on roadline done by him and requesting payment. From D. Parker and J. E. Flood, re change of name on rate roll from the former to latter for sections 44, 47, and 64, Ongo. From N. Gorton, asking to have bis name put on rate roll for section 12, Waituna. From H. D. and Y. A. Densham, re change of name on rate roll from latter to former, for section 65, Block XI, Ongo. From T. A. Bryce, applying for right to out cocksfoot on Brjces' road and off-ring £2 for same. From W; J. Viles, drawing Board's attention to state of Hayne's road and asking to have same formed. From D. P. Buchanan, re land for road through Buchanan and Levett's run* and offering to wait on the Board to arrange amicable settlement. From A. M. Hockley and R. and Or. H. Pearson, re change of name on rate roll to former for section 2, Block VIII, Ongo. From H. Boggis, asking permission to make a track behind biß section from Terrace road. From K. Lockyer, asking permission to fell road line. — Granted on Board's usual terms, From C. E. Nicholas, and M. Thompson, re change of name on rate roll. From W and H V Hammond, askiug permission to erect gates on the Pakihikura road From Colonial Secretary's Oflice, Wellington, re formation of Kiwitea Road Board into a county. From S J Thompson, , re impassable state of Kimbolton road and asking that something be done to make it passable for wheeled traffic. From W W Hedge, re Branch road, and asking that something be done as soon as possible. From J H Baker, Commissioner of Crown Lands, Wellington, forwarding schedules of " thirds and fourths " accrued also, requesting that the exact position, length, and character, of work proposed to be done on each road be supplied, and staling that no payments could be passed until these requirements were complied with. From District Land and Survey Office, Wellington, informing the Board that £1192 17s sd, accrued hypothecated '• thirds " up to October 81st, 1893, had been paid to their credit in Bank of Aus* tralasia. A telegram was received ffom Mr J Stent, asking the Board to appoint a member to go to Wellington on Tuesday with a deputation re Otara bridge.. DEPUTATIONS At the request of the Board, Mr Richmond, of Goodbehere and Richmond, attended and instructed the Board what steps were necessary for merging tbe Kiwitea Road Board into a County. This is done by a petition ot half the ratepayers interested and due notice has to be given. Tbe council shall consist of not less than six or more than nine councillors, who will hold office for three years. Under the council a special rate can be struck in any particular riding, but shall not exceed a six- farthing rate. Mr Richmond was instructed to draw up a petition in the required form, a copy of wbich each warden will be supplied witb. Mr Scblapakei, with his solicitor, Mr E. Sandeman, waited on the Board re his claim of £159 ls Id for work com* pleted and passed about 14 months ago. Mr Sandeman said his client agreed to wait till the " Board " were in funds and not the " ward." [The minute book was referred to and showed that Mr Boblapskei's letter agreeing to continue the work read till the " ward " was in funds and the motion passed read " Board."] Mr Sandeman^ on behalf of hia client, offered to take half and wait for remainder. The Chairman pointed out the work was let en condition that the contractor waited till tbe ward was in funds, but that it was at present about £900 in debt, however, they would consider the matter. The deputation then withdrew. Mr Buchanan waited on the Board with reference to the proposed road through the property owned by him and Mr Levett conjointly. He pointed out tbat tbe road line bad been surveyed pinoehe bought it without his consent and he did not wish to have his sheep yards ov water interfered with; He * offered the Board a road leading to Hayne's line and would not charge any* thing for excess of land that might be taken on this road, but would want £12 an acre for the extra three acres that would be taken for tbe road surveyed through the three sections. This price would include tho cost of fencing the three additional acres. Mr Buchanan asked tbe Board if tbey wonld hear Mr Pryce-Jones, the original purchaser. Mr Pryce-Jones aaid he clearly understood the road was to be taken through the top section and not the three acres. He got a receipt which specified that fifteen acres was reserved for a road on tbe top section. He received no Crown grant. Tbe chairman pointed out that the Government made the survey and they must have been satisfied as to the legality. The Board had already sent the plan of a road through the top section to the Government for approval, but tbey rejected it and the road now under dis« cussion was the one given to the Board by the Government. A desultory discussion ensued, but nothing was decided, after which Mr Buchanan retired. Mr Ranson waited on the Board to inform tbem that he had built a blacksmith's shop on the old road at the diver, sion in the Waituna village, through mistaking tbe pegs, and asked the Board if they would sell that piece of land. He was informed that the Board could not sell the old road, but they would see what could be done, Mr J. Stent, as a deputation from settlers in the Kiwitea district interested in the erection of a bridge at Otara, waited on the Board to ask if they would appoint a member to go with a deputation to Wellington on Tuesday to interview the Minister. So far, the deputation consisted of Messrs McGregor, Aldridge, Bell, Beckett, and Stevens, M.H.R. Mr Stent also asked if tbis Board wonld contribute one quarter of tbe cost of preparation of plans and specifications, tbe Rangitikei County Counoil paying another quarter and Government paying half.
