LORD SALISBURY ON HOME RULE. MR GLADSTONE AND THE UNEMPLOYED. (Per Press Association.) London, >ovember29. Lord Salisbury addressed a great meeting at Cardiff. He insisted on the necessity that existed for strengthening the navy. Referring to the policy of the Government he said he ■was dismayed to find they were wasting force on the Parish Councils Bill, which nobody demanded. Alluding to Irish affairs, he said it was cruel and wrong to Ireland to keep the^ Home Rule question hung up merely in hope of confusing the issues when the Government appealed to the country. In tbe House of Commons, Mr Gladstone replying to Mr Keir Hardie, said the Government did not see its way at present to appoint a Committee to consider the unemployed question. The Government intend shortly to introduce the Evicted Tenants' Bill, which will be framed on lines suggested in the report of Mr Justice Matthews' Commission.
