In doing so it points to tbe similarity of i he Argentine Republic and New Zealand, and states that unless tbe Goyernmenl introduco safeguards against tbe speculative rise in land which may be looked for, the scheme is fraught with danger, but if such difficulties can be guarded against then a great advance, it considers, will bare been made in tho solution of the problem of settling the people on the land with littlo capital,
