Kiwitea Boad Board

The following business was transacted after we went to press on Saturday last : — Correspondence was received from the clerk Manchester Road Board to the effect that his Board had passed a resoln* tion in fayor of the bridge over the Kiwitea stream on the Cheltenham Cross road. Proposed by Mr Reid, seconded by Mr Horner, That William Thorns name be substituted for William Morton in respect of section 8, Ongo Survey district ; also, That of T. Moriarty be substituted for J. Nixon in respect to section 14, block IV, Pemberton Small Farm Association; That T. H. England'sjnanie be placed on rate roll instead of C; F. K. England's in respect of section 7, block 8, Ongo— Car* ried. Proposed by Mr Reid, seconded bv Mr Horner, That Ross Bros', application for lease of gravel reserve for ten years bn the Board's usual terms be granted.— Carried. Proposed by Mr Horner, seconded by Mr Reid, That Mr T. R. Taylor be appointed to represent the Kiwitea Road Board at the election for members for the Palmerston North Hospital and Charitable Aid Board— Carried. Proposed by Mr Reid, seconded by Mr Taylor, That the following persons be permitted to fell bush on road lines on the Board's nsual terms :— Peter. Brown, F. Lippett, Geoffrey Potts, and J, Aokerman—Carried. Mr Alfred Dick waited on the Board, asking'them to make the road passable lo enable him to get bis wool out. Mr Dick had made the road in question (Dick's) at his own cost and he now desired to have slips and fallen trees removed. Proposed by Mr Powell, seconded by Mr *Eorner, That the- Engineer be instructed to clear Dick's road, the cost not to exceed LIO, to be charged to the Ongo ward — Carried. - Mr A. Fergusson and Mr Alfred Dick waited on the Board to present a petition from settlers in the district*, requesting the removal of the Board's offices to Birmingham, as the most central and convenient place tor them. Tbere were about 86 signatures to the petition, and Mr Fergusson said that more could have been obtained if they had had time to let settlers see it. These gentlemen also laid before the Board the almost impassable state of Kimbolton road beyond Binning-* ham. Mr Fergusson pointed out that this was a main road leading to all the new blocks of land recently opened up, and it was the heavy traffic to theso that had cut up the road so much. Mr Seddon hod been interviewed and it was pointed out to him that new settlers on Government land used this road to a great extent. Mr Seddon promised to do something, but so far nothing had been done. It would cost about £30 to make it pass* able so that wool could be got out. A public subscription list was opened and £23 16s had been raised, and to this Mr Nesdalo offered his thirds (about £6). Mr Fergusson asked the Board if they would subsidise this £ for £ and have something done immediately. It was no sentimentality, but the roads wero so bad that settlers were at their wits' end, as they could not get tbeir wool out. A long discussion ensued and the financial position of the Board was discussed. Mr Fergusson thanked the Board for the way they had received the matter, and asked to have the work undertaken within a week or fortnight. Mr Smith, of Ongo, ( waited on the Board, asking them td give him access to his section on Mangapipi road. He would be satisfied if tbey could moke a bridle track to enable tradesmen to pack goods in. They had no outlet at present, and he had been in the blook for three years. The distance was 100 chains, mostly through standing bush. After discussion, Mr Taylor informed Mr Smith that the Engineer would be instructed to spend the thirds in hand (about £40) on the road from Tapuae trig inward. Notice of Motion was given by Mr Horner, seconded by Mr Morton, That as soon as convenient the business of the Kiwitea Road Board be transacted in Birmingham and the meetings held there. Proposed by Mr Powell, seconded by Mr Morton, That the Engineer be in. Btruoted to clear tbe northern line and make it fit for wheel traffic from Stormy Point to the metal, as quickly as possible —Carried. Proposed by Mr Horner, seconded by Mr Taylor, That the following tenders ba accepted: — Maekay's line, J. Garland, L2B; Peep.o'-Day, M. Doherty, £25; Gorge road, F. Marsh, L16 10s ; Calvert's road, H. Bernht, L47 10s ; and that fresh tenders be called for the Mangoira roadCarried. Proposed by Mr Powell, seconded by Mr Morton, That tbe Engineer be in* structed to spend the thirds in hand (IA0) on the Mangapipi road from the KiwiteaTapauaeroad, to form a bridle track ag far as the iqopey will go— Carried, Proposed by Mr Reid, seconded by Mr Jones, That the secretary be instructed to advise the Governor to proclaim the wards in the Kiwitea Road Board to bo the boundaries ofthe new Kiwitea County Council ridings and also that he (the Governor) appoint Wednesday, January 10th, 1894, be the day. Mr Reid said that Mr Horner and himself had obtained legal advice from Mr Richmond, who gave it as his opinion the Counties Act, forming the Kiwitea Road Board into a County Council,, camq into force on .September 2nd last. Mr Reid thought steps should be at once, taken tp form tho county, Three wards were at the present time raising loans and in the interests of these steps to attain that object should be taken. A long discussion ensued as to the working of the Act and what course should be pursued for election of councillors, under the " Counties Act, 1886," clauses 24, 25, 28. Proposed by Mr Powell, seconded by Mr Morton, That the Engineer be instructed to spend £20 in clearing out the Mangatutu creek, 10 chains from the northern line ; to be paid for by the thirds (£l2 and £8) from the general fund of the Ongo ward.— Carried.
