Mr Gladstone is anxious to see the coal difficulty s£. tje/., and has invited the mine owners and men to meet at a conference undor the presidency of Lord JJospbery, though he wishes it to be understood that tho Foreign Secretary is not to act in tho capacity of an arbitrator. The newspapers welcome the proposal, and express the hope that both parties will agree to it.
