Pohangina Road Board
The ordinary monthly meeting of { the above Board was held in. their j new offices, Pohangina, on Saturday last. Present — Messrs Dickin (chairman), Arbon, Browne, Lucas and Bell. The minutes of the last meeting were read and confirmed. Correspondence was read as follows : — From E. Pierard, re access to his property. From E. Gallichan (held over from' last meeting), applying for position of Ranger to the Board. From J. W. Copithorne, requesting payment for bush felling. From R. Hart, asking permission to fell road line opposite his section, No. 11, block X, Wanganui Harbor Board Small Farm Block No. I. From Owen Pleasants and Adrian Porter, re transfer of section 6, block XII, Oroua, on rate book from former to the latter. From Thomas Warnock and A. A. Wagstaff, re transfer of name of former to that of A. A. Wagstaff and M. P. Mai, on rate roll for sections No. 8 and 9, Small Farm Association No. 2, Pohangina. From D. Howie, W. G. Ash worth, and seven others, a petition asking to have thirds transferred to Kiwitea Road Board I for expenditure on forming Branch road, commencing at junction of Terrace road, and widening London's road from end of Branch road to the Oroua river. From H. Fraser, applying for payment for felling road line. From Thos. Etherington, Aorangi, applying for payment of bushfelling in front of his section. From F. Pirani, a candidate for the Palmerston seat, asking for the use of the Board's office for bis meeting on November 16th. From A. M. Selby, Valley road, applying for payment for busbfelling on road linp, also, for making cutting From T. Sinclair, asking permission to fell road line opposite his property. From Mrs M. E. Port, re drains alleged to be flooding her property. Mr Hughev waited on the Board with refer* ence to this complaint, and he was informed the Warden for the district and Engineer would meet him and inspect the drains in question. From Jas. McMillan, stating that he had finished his contract on the Oroua Valley road, and asKing that his account be passed for payment, also, for 170 extra yards of metal placed on the road.— As this contract was being done out of a Government subsidy and had to be passed by their Inspector it was decided 'this Board could do nothing at present. The Engineer's repoit was read as follows : — "No. 1 Ward — The late rain has caused more slips to come down, and in some places the outer side of the road has slipped away ; these have been seen to. Mr Breen has finished his contract of forming bridle track on Finn is 1 road; Mr Charles has started work on the drain through Pohangina township and is making progress ; Messrs F. Leary and P. Healey are pushing on with their contract to widen a portion of the Taonui road, and expect to finish in a few days ; the track leading to Jefferies' property must be seen to, and in some places the track will have to be widened, No. 2 Ward— l have a man employed for a few days clearing away slips and clearing out the water tables, etc., on the newly-formed roads in this ward ; since fine weather has set in the several contractors have been pushing on their works. No 8 contract — Mr A. Forsaith should finish this contract in about two weeks. No 4 contract — I have written to Mr Shadbolt to proceed with the metalling of his contract without delay. No 5 contract— Messrs Horn and Co. are pushing on with their bridges ; during the month the bridge over the Te Awa 0 te Atua stream has been finished, and they have dragged the timber down to bridge near Mr Spellman's ; this bridge will be started without delay. No 11 contract— Mr Young has finished this contract. No 12 contractMr J. H. Anderson is pushing on his contract in a satisfactory manner. No 14 contract — Messrs Horn and Co. are pushing on with this contract of formation and metalling. No 15 contract— ls being carried on in a very satisfactory manner by Mr Carmody. No 17 contract— At this bridge the whole of the piles are in. The road leading south from Shadbolt's contract, towards southern boundary of the Road Board district, should be put on hand as soon as possible, as settlers are in want of an outlet. No 3 Ward— No 6 contraot— Mr McMillan is making good progress on this contract. I would recommend that thirds available in this ward be spent in felling the bush on Main Ridge road. No 4 Ward— Contracts are being pushed on in this ward. The roads are still very rough.— H. J. Hayns, Engineer." Proposed by Mr Bell, seconded by Mr Arbon, That the Board approve of the action of Wardens Browne, and Lucas and the Engineer in letting the drain to Mr Charles for the sum of £91 10s.— Carried. Proposed by Mr Dickin, seconded by Mr Lucas, That Mr F. Pirani be allowed the use of the Board's office for his meeting on Thursday, November 16tb, at 7.80 p.m., as requested under section 157 of the Electoral Act, 1898 —Carried. Proposed by Mr Bell, seconded by Mr Lucas, That the Engineer call for tenders for felling the Main Bidge road a chain wide, and olearing 20 feet wide from the Harbor Board Block to London's road out of thirds now in hand.— Carried. Proposed by Mr Dickin, seconded by Mr Bell, That the Board agree to the request in the petition of D. Howie, W. G. Ashwortb, and others asking to have the thirds accruing from their sections spent on London's road in the Kiwitea Road Board district. — Carried Proposed by Mr Lucas, seconded by Mr Bell, That the special order be made re rate for £2000 loan carried for No. 5 ward. — Carried Proposed by Mr Arbon, seconded by Mr Lucas, That the Engineer be instructed to examine Mr Fraser's bush and that Mr Fraser be paid when the Board is in funds.— Carried. Proposed by Mr Browne, seconded by Mr Arbon, That permission be granted to R. Hart, section 11, block 10, Wanganui Harbor Block ; Thomas Sinclair, sections 4, 6, 7, Weka street, township of Pohangina, to fell road lines on the Board's usual terms. — Carried. Proposed by Mr Browne, seconded by Mr Arbon, That the following alterations on the rate roll be agreed to :— Thomas Warnock sections 889, Wanganui Harbor Block, to Arthur Wagstaff; Owen Pleas* ants section 6, block XII, to Adrian Porter ( W H B)— Carried. Proposed by Mr Browne, seconded by Mr Lucas, That the seoretary be instructed to inform Mr Selby that the Board cannot recognise any liability re expenses incurred by him in employing surveyor to cut road line fronting his section— Carried. Proposed by Mr Browne, seconded by Mr Lucas, That Mr McKenxie be granted permission to fell the cemetery reserve, Pohangina township, on the Board's usual terms— Carried. Notice of motion was given by Mr Browne, That the secretary be instructed to take the nebessary proceedings to diovWo for the subdivision of No 1 Ward into two separate divisions, the boundaries to bo the boundaries «s described in tho proposed spocial rating district of Nos 1 and 8 Wards. Mr Bell, That it be an instruction to the Engineer to forward immediately to the Minister of Public Works plans and whatever is necessary re bridge over the Oroua river. — Carried. Proposed by Mr Dickin, seconded by Mr Arbon, That the secretary, Mr Good* beliere, be instructed to close the Board's account at the Bank of Australasia, Feilding. — Carried. Proposed by Mr Lucas, seconded by Mr Browne, That the secretary write in* forming the Wanganui Harbor Board thai this Board has let the drain in township, and include copy of specification, amount of contract, and also asking them to forward their £50, and oblige,— Carried, Proposed by Mr Lucas, seconded by Mr Browne, That as under clause 6, ap« pendix A, of Land Act, 1886, the local bodies are empowered to lease the running of stock on rirer bed and Government land on payment of 2s 6d per head per annum, and that before the appointment of ranger those settlers who are desirous of running their stock outside their own sections make application to the Board to do so at the above price in crder that they may be protected from ranger when appointed — Carried. Proposed by Mr Diokin, seconded by Mr Browne, That Mr H. J. Hayns 1 application for position of Engineer and Clerk be accepted ; That Mr Hayns be also appointed treasurer to Board, and countersign cheques.— Carried. Proposed by Mr Dickin, seconded by Mr Arbon, That tenders be invited for the supply of stationery for theJßoard. Advertisement to be inserted "in the Feilding Stab and Palmerston TimesCarried. Proposed by Mr Diokin, seoonded by Mr Arbon, That the Clerk and Engineer be instructed to purchase safe for Board's use, and one sack of grass seed— Can* ried. The usual monthly accounts were passed for payment and the Board adjourned.
