Kiwitea Road Board
The ordinary monthly meeting of the above Board was held in then* office, Feilding, on Saturday last. Present — Messrs Williamson (chairman), Homer, Morton, Reid, Jones, Taylor, and PowelJ. The minutes of the previous meeting ! were read and confirmed. Mr Hector Booth waited on the Board and requested that two cuttings be made —full width— on the continuation of Mackay's road, instead of a bridle track, on which it was proposed to spend £50. Correspondence was read as follows : — From E. Bell, C. H nines, and other settlers in the Coal Creek Block, requesting the use of that unused plot of land, for a stock paddock, which was purchased from Mr Morton to divert the Terrace road, and offering to fell and grass it. From H. Boggis, offering to purchase the land mentioned a bore, and give £4 for it. From Thos. Rowlrs. offerine a site to the Board for a gravel pit. (Thd Secretary was instructed to write asking for price] From W. Tappin, resicning the position of permanent roaduini^From R. Malcolm, applying for lease of gravel reserve in the Snndon Small Farm Block, adjoining Mr C. Gray's property. [Bequest held over to next meeting.] From A. C. Ritchie, secretary Waneanui Charitable Aid Board, enclosing cheque for £1 14s lid, charitable aid grunt. . ' From James Bonrke, drawing the Board's attention to a cert niu drain, which was flooding a portion of Ins section, No 20, block XIV, Apiti. The Engineer was instructed to report at next meeting. From R. B. Henll, agieeiug to let the Board have certain lanl for road purposes from section No 13, block VIIT, Ongo. From R. McDonald. T P James, and G. Kendall, asking permission to fell road lines opposite their section ». From O. Shurlock, appl> ing for permission to graze sheep on Birmingham cemetery reserve. It was decided tbat Mr Shurlock be informed that tenders will be called for the I.m-o of the reserve. From Jas Brauoey, asking to have his name placed on the rate roll for section 39, block 13, Apiti in place of Mr Jones. From G. C, Cameron, re account for rates. From J. J. Bryce, re spending thirds in widening track ; also, with reference to bridge across the Kiwitea stream, in Marshall township, and offering to do the work at his own cost lit once, andleaviug it to the Board's euginoer to say what it was worth. From J. lr. McGregor, re refund of money advanced. From J. Holloway, ro load through his section. From H. H, Richardson, clerk Raugitiktoi County Council, enclosing statement of expenditure aDd account for Onepubi bridge, tho board's shure being £32 9s lid. From A. Bnrron, under-secretary Department of Land acd Survey, re npnointing the board trustees of the West Waitapu cemetery. From A. R. Mackay, engineer Bangitikei County Council, enclosing estimate of bridge over the Bangitikei river at Vinegar bill. From J. W. Marshall, chairman Bangitikei County Council, re estimates of Vinegar Hill bridge and stating that no intimation of subsidy to be granted by the Government bad been received by him. From J. E. Fitzgerald, Controller and Auditor-General, re accounts against local •bodies. From F G. Moore, clerk Wairarapa North County Council, enclosing report of a committee on the subject of " Local taxation on the improved value of land," and inviting the co-operation of this Board in furthering the objects. From Receiver of Land Revenue, informing the Board that two cheques had been paid to the Board's credit, for £389 14s 5d and £36 12s 4d. respectively, the former being amount of hypothecated thirds to 30th June, and the latter thirds on sections 67 and 68, Block 13, Apiti, lesß an amount of £2 Is 8d previously over-paid. From W. A. Smith and J. W. Jenkins, requesting tbat the thirds from their sections be spent in forming a bridle track on the Mangupipi road to the junction of the Kiwitea-Tapuae road. From F. G. Carthew, requesting that the rates accruing from his section on the Mangapipi road should be spent in clearing a track. Mr Larsen waited on the Board and asked for an outlet from his section by way of the Lower Kiwitea road. The chairman said the Board was £340 (general account) and the Apiti ward was £900 in debt, and could not make any new roads at present. He thought the best thing would be for Mr Larsen to get his fellow-settlers to go in for a loan. There was no money other than the thirds available for expenditure, but the Board would do all they could to meet Mr Larsen's request. The Engineer's report was read. The Engineer was instructed to report on the applications from Messrs Smith, Jenkins, and Carthew. Mr Schepiaski waited on the Board to request payment for work done by him, for which he was to be paid out of first thirds available. The amount owing was £158. It was the general opinion of members of the Board that the work should not have been done until the Board had the money, and the chairman explained to Mr Schepiaski that they not only had no money, but were in debt, ond were sorry he had been kept waiting so long. However, the matter would be considered and they would do what they could. Messrs Bathe and Olipbant waited on the Board, requesting that the continuation of Junction road lo the bottom of the cutting be completed out of the thirds just received (£3I» 14.«). Forty-two chains had been let out of seventysix, for which tenders had been called. Tho Chairman informed tho deputation that if those interested would guarantee the amount, above what was already in hand, to complete the work, they (the Board) would do all they could. Tho following petition, signed by a large number of settlers in the Birmingham district, was sent to the Board, to be forwarded to the Premier :— " The roads which lead from Birmingham to the Marton Small Farm Blocks, Nos 1 and 3, and the Umutoi and Onslow Blocks, m which there are no local bodies, in consequence of the heavy traffic which has recently beeu created by having access to the Farm Homestead Blocks, upon which the co-operative men are now employed, the said road, which, to all in* tents and purposes |is a mam road, has, by the local body, been absolutely closed to traffic. When your petitioners in the Birmingham Block pur* chased their land from the Government of the day a distinct promise was made by the then Minister of Lands that if they paid 2s 6d per acre in access of the upset price that the Government would construct the whole of the said road through this Block, That this promise has not been fulfilled is evidenced by the fact that the road was not metalled, or at any rate the amount and quality of the metal put upon it was absolutely insufficient, is shown from the fact that the road has never, from the day upon which it waa supposed to huve beeu completed., been iv repair, but from then until the preseut time the road has been practically inipassable. The Government has not ful* tilled its promise, inasmuch as your petitioner! have only received the ordinary

Proposed by Mr Powell, seconded by Mr Morton, That the bush on a corner of Stormy Point (about an acre) be felled in order to let the sun and wind icto the road. — Carried. Proposed by Mr Powell, seconded by Mr Morton, That a statement of all the thirds collected in the Ongo Ward and how they hare been spent be made out by next Board meeting. — Carried. Proposed by MrT E Taylor, seconded by Mr Jones, That if satisfactory arrangements are made re the price of extra Isnd taken in Buchanan's run, that the engineer call tenders for a bridle track according to Government plan.— Carried. Proposed by Mr Beid. seconded by Mr Morton, That this Board cordially agree* with the proposals of the Masterton County Council in reference to tbe valuation of property on an unimproved basis.— Carried. " Proposed by Mr Homer, seconded by Mr Beid, That permission be given to the following applicants to fell bush on road line* : — George Kendall, Thomas James and R McDonald, to fell not less than one.chain wide, and on the Board's usual terms.— Carried. Proposed by Mr Homer, seconded by Mr Jones, That the secretary apply to the Government tor the thirds and fourths accruing from sections on the Porp-o' day road as such are urgently required for road formation. — Carried; Proposed by Mr Morton, seconded by Mr Homer, That Mr Bell and others be allowed to lease the reserve applied for on the usual terms on which gravel reserves are leased, providing that it will always be open to the publte to use as a ..; night paddock, or otherwise, by paying a small sum. — Carried. .; Proposed by Mr Homer, seconded by Mr Jones That tenders be called, to close at the next meeting, for various works in the Apiti Ward foe which thirds are now in hand.— Carried. Proposed by Mr Homer, seconded by Mr Jones, That Mr Doberty, now work* ing on the Junction road, be asked to continue his contract to the end of the cuttine, nnd the secretary obtain a cheque for the deficiency from Mr Bathe, and others interested, before the work is al« lowed to be commenced. — Carried. .:..-., Proposed by Mr Beid, seconded bj Mr Powell, That the secretary apply, for the £400 on the estimate for making a road through the PakihikunjviUage reserve — Carried. Proposed by Mr Powell, seconded by Mr Morton, That steps be taken to raise a loan for road making in the Ongo, Hautapu, and Apiti wards, and the engineer be instructed to prepare an estimate and submit to the Board at the nest meeting — Carried. Proposed by Mr Beid, seconded by Mr Mortoa, That this Board accepts K B Hall's offer of 20 chains (more or less) of road for deviation ; that £2 19s be paid tor compensation ; and that Government be asked to reduce the acreage by the said amount, and that an agreement be made with the Board and the said party — CarriedProposed by Mr Beid, seconded by Mr Morton, That John Holloway be paid £6 for compensation for land taken, and that an agreement be made between this Board and said party giving effect to same— Carried. . Mr Jones, That the Kiwitea Boad Board* joined with the Manchester Boad Board, ask the ftangitikei County Council to in« struct their engineer to confer with our engineer when work of any extent is to.be done in connection with the Onepubi bridge, before the work is undertaken ia future -Carried. Propossd by Mr Reid, seconded by Mr Homer, That the Engineer be instructed to go over the plans and estimates of the proposed bridge at Vinegar Hill with the Engineer of the Rangitikei County Council, and report at next meeting ; ana*. That the Secretary ask the Minister of Public Works if the Government have agreed to give £ for £ on total cost.— Carried. Proposed by Mr Jones, seconded by Mr Taylor, That steps be taken under section 15 of the Public Works Act Amendment, 1889, to have a bridge erected over the Kiwitea stream, on the Cheltenham Cross Road, and that the Engineer bo instructed to prepare the necessary, plans, specifications, etc.— Carried. Proposed by Mr Morton, seconded by Mr Powell, That the Cemetery Bye-laws be adopted for the management of the Birmingham Cemetery. — Carried.' Proposed by Mr Powell, seconded by Homer, That the Engineer be instructed I to erect a rough bridge over the gully on Taylor's road, the cost not to exceed £5, to be paid by Ongo Ward and refunded from thirds from Mr Larsen's section. — Carried. Proposed by Mr Reid, seconded by Mr Homer, That Mr John Bryce's request re widening road at Marshall's township bo agreed to.— Carried. Proposed by Mr Beid* seconded by Mr Williamson, Tbat Wardens Williamson, Powell, and Reid, be a committee for the Waitapu West cemetery. — Carried. Proposed by Mr Morton, seconded by Mr Taylor, That the • secretary procure 109 conies of the cemetery bye-laws. — Carried. Proposed by Mr Beid, seconded by Mr Morten, That the following tenders be accepted :— Shaplaski, 1000 yards of screened metal at 3s 4£d per yard ; trim* ming metalling on Williamson's road, 26 chains, for £30, J O'Connor; tenders for Pakihikura road be not accepted; the engineer be requested to arrange with Jas Garland for work on the Kiwitea«Taquae road.— Carried. Proposed by Mr Beid, seconded by Mr Homer, That the balance of No 5 loan be placed at deposit account for three months.— Carried. Proposed by Mr Morton, seconded br Mr Jones, That the cemetery committee be authorised to carry oat any work they may deem necessary In connection with the Birmingham cemetery the expenditure to be kept within the income.— Carried. The usual monthly accounts were passed for payment and the meeting adjourned.
