FATAL ACCIDENT. THE OLD OLD STORY. GLASSON SUPPOSED TO BE INSANE. (Per Press Association.) Sydney, October 20. The ketch Bound to Win, while enter* ing Port Stephens, was struck by a heavy squall and capsized. Mate Middlemas, •Seaman Peterson, and a passenger named August were drowned. The captain alone escaped The ground of defence in Glasson's case ia hereditary insanity. Melbourne, This Day. A new arrangement has been entered into between the owners and engineers for 18 months with three months' notice. The engineers agree to a ten per cent reduction and to forego any extra re* numeration for foreign ports. The owners agree that any steamer over 200 hp, going to foreign potts, should carry a fourth engineer. Hobast, This Day. The Speaker of the Legislative Assembly ruled that the Legislative Council had exceeded its duty in dealing with the Land-tax., and he cautioned the Assembly to prevent the Council encroaching on its privileges. Sir W. Dobson announced he would lay the Bill aside, and bring in a fresh proposal tor the imposition of a tax of a naif penny in the pound up to £500, and one penny beyond that.
