Sib, —l hare read your lending article respecting these bye-laws, and which to a certain extent cannot be cainsaid ; bat there is no doubt that the great bulk of them are far more suitable to a densely populated city than to a small country town like Feilding. .Mr main object, however, m writing this i* (-is yon appear rather to snub your correspondents' let--1 ters on this subjeot.) to justify the letter which I wrote to you nn the bye-laws relating to building", or parte of buildings, by pointing out that in my opinion that part of the bye-law was ultra vires —no power being given by the Municipal Corporations Act to make any by 9* law respecting the repairs of dwelling* houses, although (by inference) certain substantial alterations affecting the public interests might come* within the authorised power of the Corporation.
