Pohangina Road Board

The ordinary monthly meeting of the above Board was held in Feilding on Saturday afternoon last. Present — Messrs Dickin (chairman), Browne. Lucas, Bell, and Arbon. The minutes of the previous meeting were read and confirmed. Correspondence was received as follows : — From J. Hodge, applying for certain money clue to him. From A. McKenzie, drawing the Board's attention to certain trees on Main Kidge road, section 36, Block XV, Apiti. From E. J. Milverton, asking the Board to clear road past section 25, Block X, Pohangina. From E. Miller, asking permission to fell road line opposite section 4, Apiti. From R. Speers, Palraerston, applying for payment for felling road line. From J. Palmer, enclosing account for £1 8s for making bridle track on No. 3 line, No. 2 ward. "With reference to this the Board decided they could do nothing. From Stephen Bellve, junr., informing the Board that the cutting at the end of Taonui road was causing slips to come down, damaging his fence, and stating that he would hold the Board responsible for repairs during construction of the road. Erom E. Pierard, urging the Board to give access to his property at once. From H. Burne, enclosing account fov £,1 19s for clearing road line. 1 From F. Babbage, offering his services as roadman to the Board at 7s per day. From C. Hunt, re land taken for gravel pit. From Jas. Symonds (Ashurst), J. Hapkirk (Shannon), A. A. Wagstaff (Poliangina), J. Buokman (Apiti), J. H. Lyon (Ashurst), asking permission to fell road lines opposite their property in the Board's district. From J Johnson, applying for payment for felling road line. From Chas. Cowan, holding the Board responsible for damage done to his fences, Oroua Valley road, by roadmen throwing earth and timber on to his property. — The Enginieer was instructed to arrange with Mr Cowan. From J. W. Copithorne, applying for payment for felling road line. From J. Hazell, Zig Zag road, drawing attention to damage caused by storm water to his property. From Under Secretary Land and Survey Department, Wellington, stating that the whole of money voted for road work in Oroua-Pohangina Coal Creek Block was spent. From District Land and Survey Office, Wellington, stating that specifications for forming and metalling Pohangina Valley road had been approved of. From same, informing the Board that the municipal reserves in the Ponangina township will be dealt with by at office in terms of the Public Reserves Act, 1881, if they are not required for the purposes for which they are set aside. They would, however, not deal with them until all the unsold section & in the township are dealt with. From the following, re placing names on rate roll : — Jessie McMillan, in place of E. Goodbehore, for sections No. 29 and 31, Apiti ; W. McKenzie, for section 8, Block VIII, Apiti; George Eankin, in place of E. Good* behere, for section No. 1 73, Apiti ; A. Wagstaff, in place of T. Warnock, for sections No. 8 and 9, Pohangina Small Farm Association No. 2. From J. Notman. secretary Wanganui Harbor Board, re section for Board's offices, a lease of which at present could not be granted. From Colonial Secretary's Office, Wellington, informing the Board that application for loan had been gazetted. From Clerk Masterton County Council, forwarding report adopted by that Council on the subject of taxing the unimproved value of land, and asking this Board's co-operation in forwarding the objects. From Clerk Manchester Road Board, in reply to a request to open a road between sections 6 and 7 through sub-sec-tion X, and informing this Board that bis Board was not in funds and could do nothing in the matter. From the Treasury, informing the Board that as the maximum amount of loan had been received by the Board, no further amount of the L 5492 loau would bo paid during the present financial year. From J, McKenzie, asking for permission to fell bush on cemetery reserve. The Engineer's report was read. From J Hughey, re a certain drain. A letter was handed in by Mr Lucas, which he had received while he was not a member of the Board, from the Wanganui Harbor Board, who agreed to subsidise up to .£SO the cost of constructing a road and making a drain through the Pohangina township. From Geo. Bailey, objecting to his property being included in the loan proposed to be borrowed for road construction in No. 1 ward. Mr Bailey, with Mr Maxwell, another ratepayer who objected to his property being included in the proposed loan, i waited on the Board in support of their objections. These gentlemen stated that their properties were improved more than ! their neighbours in the Block, and their land was valued at £4 an acre for rating, while other properties were rated at 30s per acre, consequently they had to pay much more in rates, which they considered was not fair. The Chairman informed the deputation the matter would receive every consideration, and they withdrew. A petition was received from Chas. Patterson, P. Pinder, and Harrison and Collinson, asking that their properties be included in the proposed loan for No 1 Ward. Proposed by Mr Lucas, seconded by Mr Browne, That the Secretary write to the Wanganui Harbour Board stating that their letter to Mr Mr G. K. Lucas conveying an offer of £ for J; re a drain to be cut on Moa road, Pohangina township, was laid before this Board, and that this Board will undertake the work under the conditions mentioned in their letter of September 2nd, 1693.— Carried. Proposed by Mr Browne, seconded by Mr Lucas, That permission be granted to John McKenzie, J. Buckman, E. Miljer, James Symonds, A. A, Wagstaff, J. Hopkirk, and J. H. Lyon to fell road lines as requested, on the Board's usual terms. — Carried. Proposed by Mr Lucas, seconded by Mr Browne, That the Secretary be returning officer re poll for £2000 loan to be taken at Apiti on the 19th inst. — Carried. Proposed by Mr Lucas, seconded by Mr Arbon, That the Board appoint Mr F. Babbuge roadman to the Pohaugiua lvuud Board. — Carried. Proposed by Mr Lucas, seconded by Mr Bell, That the Secretary write and acknowledge receipt of Mr Barren's reply re £1000 grant Oroua-Pohangina Coal Creek Block, which implies that the grunt was expended in the Oroua Coal Creek Block. This is not the case. As he stated the whole of the money voted for the Block had been spent, will he kindly inform the Board where the grant has been spent. — Carried. - - " Proposed by Mr Bell, seconded by Mr Arbon, That the Secretary write and in* struct Mr McMillan to continue his contract on the Oroua Valley road.— Carried. Proposed by Mr Dickin, seconded by Mr Browne, That E. J. Milverton be informed that the road leading to his see* tion will be formed when the Board receives the balance of loan from the Government after the 31st March next — Carried. Proposed by Mr Dickin, seconded by Mr Browne, That the Engineer be instructed to request Mr Carmody to proceed with his contract at once, and if he does not do so with a week to cancel his contract, and let the same to Lyon and Son. — Carried. Mr Dickin informed the meeting the engagement with Mr Haynes, as engineer to the Board, would expire at the next meeting, and as they were about to mote to their new premises the Board wonld need a clerk. Proposed by Mr Dickin, seconded by Mr Browne, That the next meeting of this Board be held at the new offices in. Pohangina township on Saturday, 11th November cext, at 11 o'clock a.m.— Carried. Proposed by Mr Arbon, seconded by Mr DickiD, That the Pohangina Boau Board bank account be shifted to the Colonial Bank at Asburst.— -Carried. Proposed by Mr Arbon, seconded by Mr Diekin, That applications be invited for the combined offices of engineer and clerk to this Board. Applicants to state salary for which they will undertake the combined duties, and applications, with testimonials, to be in by 11 o'clock a.m. . on Saturday, November 11, 1893, at the Board's offices, Pohanginn. — Carried. Proposed by Mr Arbon, seconded by Mr Lucas, That all unpaid rates be sited ' for after next meeting.— Carried. , .', Proposed by Mr Browne, seconded by Mr Dickin, That instructions be given to the secretary to take the necessary steps towards raising the loan of JE7822 Us 3d as proposed in schedule of works for separate rating district in No. 1 ward, and portion of No. 3 ward. To be adver* tised in the Feilding Stab and Bangitikei Advocate. — Carried. Proposed by Mr Browne, seconded by Mr Dickin, That the resolution re adver* tising be rescinded, and that the advertising be left to the discretion of each Warden. — Carried on the casting vote of . the chairman. Mr Lucas having previonsly left the meeting Mr Goodbehere tendered his resignation as secretary to the Board as they were removing their offices to Pohangina. : Proposed by Mr Arbon, seconded by Mr Browne, That the tenders of Homer and Co. for No. 25 at £28 and No. 26 at £169 17s 3d be accepted ; that the tender of Florey Leary and Patrick Healeyfor widening side cutting on Taonui road, 27 chains, at £43, be accepted.— 'Car* ried. Proposed by Mr Arbon, seconded by Mr Browne, That the tender of James Breen for formation and culverts contract, No. 24, be accepted at L 243 10s, and metalling left to the amount of L2O. — Carried. Proposed by Mr Browne, seconded by Mr Dickin, That this Board accepts the resignation of Mr £. Goodbehere, as secretary, with regret, owing to the Board removing to their offices at Pohangina.— Carried. Proposed by Mr Dickin, seconded by Mr Arbon, That the consideration of applications for position of ranger be deferred till next meeting. — Carried. The usual monthly accounts were passed for payment and the meeting adiourned.
