His action is attributed either to treachery or to the fact tbat President Peixoto has refused to dismantle the fortifications. Another fort has joined Admiral Mello, who declares he will adhere to the Republican cause. Rio Janeiro, October 11. A body of 3000 insurgents is making preparations to capture the magazines in the vicinity of the capital. The President threatens to blow them up rather than let them fall into the rebels' hands.
