CLOSE OF PABLIAMENT. Legislative Council, (per press association). Wellington, October 5. The Council met at 2.30. The Government Life Insurance Act Amendment Bill, Public Trust Office Act Amendment Bill, Land and Income Tax Bill, Maori Real Estate Bill, Kyngdon Land Grant Bill, and the Native Land Purchase and Acquisition Bill were put through their final stages. The Gimnierburn Forest Bill was thrown out by 24 to 9. The Mining Act Amendment Bill, and Public Works Act Amendment Bill were put through their final stages. At 11.30 p.m., the Council adjourned till 10.30 next day. This Day. On the motion for the second reading of the Local Authorities Bye-laws Bill Mr Oliver moved an amendment that the Bill be read a second time that day six months. The amendment was carried by 15 to 9, the Biil being thus killed. On tbe motion for the committal of the Public Works Appropriation Bill Mr Stewart referred to the attacks which had been made on tbe Council because they refused to pass without alteration every Bill that came before it from tbe House of Representati ves . The Bill was put through its final stages. House of Representatives. The House met at 2.30. In reply to Mr Rolleston, Mr Secldon said there would be nothing in the Appropriation Bill affecting the Railway Commissioners. Government did not intend to proceed with the Government Railways Bill this session. Mr Reeves moved the second reading of the Local Authorities Bye-laws Bill, to repeal all bye-laws prohibiting playing of musical instruments in the streets by any person or persons, and whether or not as part of any proces sion, provided that such playing does not stop or impede traffic. He said the Bill was the outcome of the recent prosecutions of Salvationists at Milton. After a short debate, in which Mr Fish spoke strongly ugainst the Bill, the second reading was agreed to on the voices. In committee on the Bill, clause 2 was altered so as to enumerate the bands which should be permitted to play in the streets, unless the playing obstructed public traffic or annoyed any sick persons. Tbe Local Authorities Bje-laws Bill wns put through its final stages. Tbe motion for committal of the Kail* ways Autbortaation and Management Bill was again negatived, this time by 22 to 8. The second reading of the Libel Bill was agreed to on tbe voices, without discussion, and the House went into Com* mittee on the Bill forthwith. On clause 2, Mr Fisher moreJ that tbe Chairman leare the chair, Lost by 22 to 12. After Mr Fisber had spoken at great length on clause 2 of tbe Libel Bill, Mr Seddon agreed to report progress. Mr Seddon moved that the present standing orders of the House continue their operations until the 14th day after the commencement of next session, and no longer unless otherwise ordered by the House. He said the standing orders, as at present framed, obstructed business instead of facilitating it. Tbe motion was carried by 30 to 19. Tbe Public Works Appropriation Bill was put through its final stages. In Committee on the Appropriation Bill, the clause referring to the payment of honorarium to the recently appointed Legislative Councillors was retained on the casting vott> of the Chairman. On the motion for tbe third reading of the Bill, the usual debate took place, but tbe Leader of the Opposition refrained from speaking on tne ground that he was physically unable to do so at such a late hour. Tbe Bill was then put through its final stages. The House rose at 4.10. This Day, At one o'clock tbe House adjourned till three p.m. to await the Governor's asient to the ADDroDriation Bill.
