Every person desiring to build, put tip, or take down, or cause to be built, put up,; or taken do^yn, any building, wall, or other structure, or any fence, or to' alter or repair, or cause to be altered or repaired, the outer part of any building, wall, or other structure, or any fence abutting upon or near to any street, way, or public place within the Borough, shall give notice in writing of such his idea tp the Council, and in such notice shall describe the intended work, and whether or not it be necessary for the execution of the said work that a scaffold or stage be constructed; or that building or other materials, or buildirig rubbish, be deposited upon or in the street, way, or public place near t6 such structure, and. for what time it will be necessary that such stage or scaffolding of such materials be so kept or continued, together with such other particulars touching the wbtffcba's shall be necessary to inform the Council of theexact nature thereof; and no person shall execute, or begin or coiftinae to execute, any such work as aforesaid without havings given such notice as aforesaid, and any persons acting contrary to the provisions of this By-law shall be guilty of an offence: 1 ■' 101. Every person who shall intend to build or take down, or cause to be built or taken down, any buildipg.or other structure, whether over or under ground, or to alter or repair, or cause to be altered or repaired, the outward :part of any such structure within, in any of the cases aforesaid, ten feet of any street, way, or public place, or who shall have a license for constructing any stage or scaffolding, or depositing any building or other materials, or building rubbish, shall, before beginning to execute such work or to do,isUc|i act, cause to be put up, so as to separate from the^street and - from the remainder (if any) of the footway so much iof thp premises where the work is to be executed as frodts.j;fye site of such work, and the area upon which, according to ; the license, such stage or scaffolding is to be constructed* or sucli materials or rubbish are to be deposited, such sufficient hoards or fences, together with such convenient platform Of handrail, if there be room enough, to serve as a fobtway for passengers, outside of such hoard or fence, as shall ; be respectively approved by the Council, and shall 1 continue such hoard or fence, with such platform and handrails as aforesaid, standing and in good condition to the . satisfaction of the Council during the time limited as aforesaid in the said license or the last renewal thereof, and for such longer time as the public safety or convenience requires, and shall in all cases in which it is necessary, in order to prevent accidents, cause the same to be lighted to the satisfaction of the Inspector of Nuisances, from sunset to sunrise, and shall remove such hoard, fence, platform, and handrail, and make good the footway and street within a reasonable time after the expiration of the license. 103. In all cases where, in the construction of any such work as hereinbefore mentioned, it shall be necessary for the public convenience that other restrictions and conditions shall be placed upon the execution of the same, the Council may, by notice in writing, impose such restrictions and conditions, and any person infringing or disobeying the same shall be guilty of an offence. 104. Every person who executes, or begins, or continues to execute any such work as aforesaid, or who, being licensed thereto, constructs, or begins, or continues to construct any such material or scaffolding, or deposits or keeps deposited any such material or rubbish upon any street, way, or public place, without in any of the cases aforesaid putting up such hoard, fence, or such platform, with such handrail as afore-
