No person shall throw any dead animal, offensive r matter, or rubbish of any kind, or any animal, with the r intention of drowning such animal, into any river or public watercourse within the Borough. • 59. No person shall in any street set on, urge, or permit r any dog in his charge or following him to rush at, attack, or worry any person, horse, or other animal, or, beingthe owner thereof, or having charge of, shall suffer any dog to be at 1 large which shall rush at or attack any person, horse, or other animal in any street, or such dog will be destroyed. 60. No person shall by ill-usuage or negligence in driving any cattle along any street, cause any mischief to be done to such cattle. 61. No person shall in any street sing, say, or recite any profane, indecent, or obscene song, use any profane, indecent, or obscene language, paint, draw, or write any profane, indecent, -or obscene representation, figure, or work, or distribute, or expose, or offer for sale, or exhibit any profane, indecent or obscene book, painting, drawing, engraving, photograph, representation, print, or paper writing. 62. No person shall indecently expose his person in or within view ot any street. 63. No person shall within the Borough keep, or act, or behave as master or mistress of or conduct or assist in the conduct or management of any brothel or disorderly house or houses of ill-fame, or shall knowingly let any house or any part thereof for the purpose of being so kept or used. 64. No person shall carry pigswill, or other offensive matter, or liquid, or convey nightsoil along any street after the time of five o'clock for nightsoil, and eight O'clock for the pigswill or other offensive matter or liquid in the morning, and before the hour of eleven o'clock at night. 65. No person shall throw or cause to be thrown any dead animal or any part thereof into any street. 66. All receptacles for exoreta whioh shall be brought iuto use in any privy or closet after the coming into operation of this By-law shall be of the pattern, quality of Iron, and weight to be seen at the Borough Council offices, and called the Regulation Pan. 67. After ihe coming into operation of this By-law the owner or occupier of every house within the Borough, the privy or closet of or appurtenant to which house sLall not then be supplied or furnished with a regulation pan as before described, shall, after being thereunto required by notice in writing by the Council, provide such regulation pau for such excreta ; and no privy or closet shall be erected by any person within six feet of any road or footpath, or within six feet of bis or her neighbour's fence. 68. No swine shall be kept in the Borough within 100 feet of any street, road, or adjoining dwelling;. Offensive Trades. 69. No person shall carry on the business of b'ood boiler, bone boil -r, fell monger, soap boiler, tallow melter, tripe boiler, or any otter noxious or offensive business, trade, Or manufacture, within the Borough, unless licensed or permitted by the Council so to do. « 70. Erery place where any such business shall be carried on shall, at all reasonable times of the day, be open to inspection by the Inspector of Nuisances, and any person obstructing such inspector in the execution of this By-Law shall be guilty of an offence. 71. Every person desiring to carry on such business shall apply to the Council for a license, and shall, with suoh application, deliver to the Council a'l such particulars in relation to the premises in which the same it to be carried oa, and of the propc9ed arrangements for insuring cleanliness and tbe avoidance of noxious emanations therefrom, as will enable tbe Council duly to consider the expediency of granting or of withholdinira license, and any person who shall fail truly to set forth such particulars or shall make any fa'se statement in respect thereof shall be guilty of an offence. 72. The Conncil may annex to any license granted by them under this By-law any conditions wh'c'i they may think reasonable in order to ensure cleanliness and the absence of any avoid* able nuisance in connection with such bus'ness, and every snob license shall expire on the thtrty«first day of December next following the issue of snch license. Porticos and Projections over Streets and Footways. 73. The word " portico," shall mean and include every description of projection or covering upon or over any publio street or way wit&in the Borough together with the supports thereof, other than the building against which the same -hall be erected ; and the Council shall be the absolute judge, without any appeal, as to whether any erection is or is not a portico within the meaning of this By-law, No porti'o shall be erected on any street of less width than 66 feet. 74. Whenever the owner cf any building shall be desirous of erecting a portico to the same, he shall, before proceeding to erect suoh portico, deliver a detailed plan and description thereof, including the materials of which the same is to be constructed) to the Council, together with an address within the Borough, at which any objection thereto may be delivered ; and no portico shall be erected without permission in writing of the Oounoil. 75. If the Council shall not approve of the mode of erection set forth in the plan and description delivered to it as aforesaid it shall by writing sent to the specified aldress, notifiy the same to the person depositing such plan and description within fourteen days after the delivery thereof to it, aud shall also notify such alterations in the proposed portico as it shall think necessary, and the owner of the building shall be deemed licensed to erect the portico, with such alterations, bat not otherwise, and may proceed to erect the same. 76. The portico shall, in either of the foregoing oases, be erected in strict accordance with the approved plan and description, nnd any deviation therefrom shall be an offence against this Bylaw, and in addition to any penalty to which the offender shall be liable, the license to erect such portico shell be deemed to be absolutely revoked from the date of the conviction of any person offending against th ; 8 By-law ; and the Council may cause the portico to be removed and may recover the cost of such removal from the owner of the building 77. No portico shall extend beyond the outer edsre of that portion of the street or way upon or over which the same is to be erected which is appropriated to the purpose of a doorway, and ever? part of a portico shall he open at the sides to the fall height of eight feet s ; x inches at the least from the surface of the footway. 78. In the construction of this By-law the word •' owner" shall mean the person by or on .whose behalf the plan and specification of any intended portico shall be deposited as afore* said.
