property so entered shall be returned to the person who shall prove, to the satisfaction of the inspector that the same belongs to him, such person previously paying to the Borough Council all expenses incurred, together with such reasonable sum to such driver or conductor, as with reference to the value of the property, the inspector shall award, provided that, if such property shall not be claimed by and proved to belong to some person within one year after the same shall have been so deposited as aforesaid (the same having beeji advertised in such manner as the Council shall direct) the Council shall cause such property to be Sold, and the proceeds thereof carried to the Borough fund. No owner of any carriage shall let, lend, bail, or farm the same to any other person for the purpose of enabling such person to ply such carriage for hire, or carry passengers therein for reward, without the consent of the Town Clerk in writing under his hand. <. ■' .■/ ,{■-. > i Smoking not Allowed. ' 29. No conductor or driver shall smoke in or upon any carriage while the same shall be upon any standing, or plying for hiie, or carrying passengers. 30. No passenger shall smoke in or upon any carriage plying as a public vehicle. Not to Carry Intoxicated Passengers. 31. No driver or conductor shall permit any intoxicated person to ride in any carriage. Luggage. 32. Each passenger shall be entitled to take with him in any carriage any luggage (providing the same be not of an : offensive nature or unreasonably bulky) not exceeding fifty pounds in weight, without being charged for the same. Penalties. 33. Any owner, driver, or conductor of any carriage, and any passenger therein, who shall wilfully contravene, disobey, or neglect to observe and fulfil according to their reasonable . intent any of the provisions of any of the sections of this part shall be deemed to bave committed an offence, and for every such offence shall forfeit a sum not exceeding Five Pounds. 34. All By-laws in existence on the above subjects are repealed from the day on which this By-law comes into force. 35. This By-law shall come into force on the first day of January, 1894. No. 4.-BUILDING BY-LAW, 1894. A By-law of the Council of the Borough of Feilding, made under "The Municipal Corporations Act, 1886," to consolidate and amend the Building Regulations of the Borough, as follows : — PABT I. ! . GENERAL PROVISIONS. Short Title. I. The Short Title of this By-law is "The Building By-law, 1894." Interpretation. a. In this By-law, if not inconsistent with the context, — • . . "Borough" means Borough of Feilding. "Council" means the Council of the Borough of * Feilding. "Inspector" means the Borough Inspector for the time being to the Council, or any other officer ■y.i.t. appointed from time to time by the Council for ; tif the purpose of enforcing compliance with this By-law. Words importing the singular number include the plural number, and vice versa, and words importing the masculine gender include females. PABT 11. DEPOSIT OF PLANS AND COMMENCEMENT OF WORK. Plans, &>c, to be Submitted. 3. Before beginning to erect any new building within the Borough, or to add to, alter, renew, or repair any building, or part of a building, already or to be hereafter erected within the Borough, or to construct any other work affected by this By-law, the person on whose behalf such proposed work is to be done shall deposit or cause to be deposited at the office of the Borough Inspector the following documents, viz.: — (1) Full and detailed plans and specifications of the proposed work, showing clearly how the same is to be constructed, so far as affects all matters coming within the scope of this By-law, with dimensions, materials to be used, and all other particulars necessary to enable the Borough ■'■\i\'. Inspector readily to judge whether the work is ,\ :;• in accordance with this By-law. ■ ; t (2) A notice stating — {a) The full name of the person on whose behalf , ij the proposed work is to be done ; (b) The locality of such proposed work ; (c) And an address within the Borough to which all notices by the Borough Inspector to be given under this By-law in respect of the proposed work can be sent. If any plan or specification so deposited shall insufficiently or inaccurately describe the work in any particular affected by this By-law, the Borough Inspector may, within seven days
