The National Liberal Federation lifts issued a manifesto declaring that if the House of Lords does not give way on the Home Rule question the Liberals will postpone all other reforms " to mending or ending the Lords," The Tiroes says the House of Lords will accept the Parish Councils aud Employers Liability Bills. The Unionist press ridicule the Liberal manifesto. They declare it the bombastic effusion of men who are afraid to appeal to the country.
