Tha Belfast Congress passed a resolution expressing condolence with the families of the victims, and resolved that it was tha duty of the Government to provide honourable and profitable employment for the unemployed. The Daily News regrets that the Congress did not condemn the riots. September 10. The arrival of the troops has quieted the rioters in Yorkshire,
