Pohangina Road Board

The following business was transacted by the above Board after we went to press on Saturday afternoon last : — From J. G. Oldham, requesting that trees, on the gravel reserve, overhanging his fence be removed. From Messrs Goodbehere and Rich moud, stating they 1 had stated a case for Mr H. D. Bell re Richard's application for refund of rates, and enclosing that gentleman's opinion. Messrs Denson, Harrison, and Billett waited on the Board in support of the petition asking to have the sideline widened in place of formation on Taonui road. The Chairman informed the deputation that the matter would be fayorably considered and the Engineer be instructed to prepare estimate of sideling and call for tenders, to be in by next meeting. The deputation thanked the Board and withdrew. The Engineer's report was read as follows :— Three men have been employed clearing slips on Oroua Valley road. Arrangements had been made with Messrs Wagstaff and Hodges to stump roadhne from Home and Co.'s contract to junction with No. 2 line, Pohangina Valley. The bushfclhng through the forest reserve and clearing was let to Home and Co. at the following prices :— Contract No. 18, 30s and 18s ; No. 19, 20s and 16s; No. 20, 20s and 16s. The question of advertising was considered. The Chairman stated he had been depuled to wait on the proprietors of the Palraerston Times and Standard to ask them to make concessions in the advertising charges. The Times would not make any reduction, but the proprietor of the Standard agreed to reduce the charge to his former offer. It was resolved that the Feilding Stab's application for a share of the advertising stand over till next meeting. Proposed by Mr Lucas, seconded by Mr Browne, That tho Secretary take the necessary steps to raise a £2000 loan for No. /i Ward, and the loan be advertised on the following dates :— September 7, 14, 21, and 2S. Ratepayers' meeting to be held on October 5 at F. S. Guy's store, and a poll to be taken on October 12 at Mr Guy's store ; the above proposals to be advertised in the Rangitikei Advocate only. — Carried. Proposed by Mr Bell, seconded by Mr Arbon, That Mr D. Johnston be allowed to lease the gravel reserve in front ot his section, No. '65, Block XV, on the Board's usual terms. — Carried. Proposed by Mr Bell, seconded b\' Mr Dickin, That Mr F. Richards be informed that this Board cannot make any refund of rates paid. — Carried. Proposed by Mr Browne, seconded by Mr Arbon, That revenues derived uuder the Licencing Act be credited to the ward

account of ward from which such revenue js derived. — Negatived. Proposed 'by Mr Browne, seconded by Mr Arbon, That the name of T. Curran be placed on the roll in place of T. H. Lyon for two acres of section 16, Block X, Harbor Board Block; and James Stanton in place of T. H. Lyon for the remainder of the said section ; That the name of W. Baker be substituted for that ot Mrs M. M. Brown for sections Nos 1 and 2, AVanganui Harbor Board Block. — Carried. Mr Brown gave notice of motion : That the original motion re advertising be rescinded. Proposed by Mr Browne, seconded by Mr Arbon, That permission be given to Samuel Hall and W. G. Curtis to fell roadlines on Board's usual terms. — Carried. Proposed by Mr B#ll seconded by Mr Arbon, That a special rate of 3f d in the £ be hereby struck over the whole of the rateable value of the rateable property witbiu No 3 Ward of the Pohangma Eoad Board and lying between the Coai Creek and Oroua river (Crown and Native land excepted) for the purpose of providing interest on a loan of £4970, to be borrowed under tho Government Loans to Local Bodies Act, 1886, for road construction within the said ward. Such rate to be annually recurring for 26 years and to be payable in equal half yearly instalments on the Ist day of April and October in each year. — Carried. Proposed by Mr Lucas seconded by Mr Arbon, That the Secretary write to the Minister of Lands asking him whether the one thousand and odd pounds which were placed on the estimated last year for the Oroua- Pohaugina Coal Creek Block is still available, and if not will he kindly inform this Board what became of it.— Carried. Proposed by Mr Lucas, seconded by Mr Dickin, that the Secretary write to the Commissioner of Crown Lands (1) asking whether the municipal reserves in the Pohangina township will be handed to the Board to be let on lease by them or by the Commissioner. (2) If to be leased by the Commissioner, when will they be so leased, as the money is urgently required for roading purposes now that the township is sold. — Carried. Proposed by Mr Lucas, seconded by Mr Browne, That the Secretary write to the Colonial Treasurer stating that the £6000 loan granted on the 25th of October, 1892, the balance of £3000 is now due, and if he will kindly inform the Board if the balance is now available. — Carried. Proposed by Mr Lucas, seconded by Mr Dickin, That the Secretary write to the Kiwitea Eoad Board informing them that it is the intention of this Board to build a bridge oyer the Oroua river to connect Birmingham with Apiti, and that plans are being prepared and will be laid before them in due course. — Carried. Proposed by Mr Lucas, seconded by Mr Browne, That the Secretary forward plans and specifications ot bridge over the Oroua river at Apiti to the Minister for Public Works for approval ; also asking him to state the amount the Government are prepared to grant the Board towards its erection. — Carried. Proposed by Mr Bell, seconded by Mr Dickin, That the thirds, amounting to £10 14s, already accrued from sections on east side of Oroua river, be handed over to the Kiwitea Eoad Board at once, to be expended on the Terrace road. — Carried. Proposed by Mr Lucas, seconded by Mr Browne, That the following alterations on rate roll be made : — Section 9, Block XI, Apiti, J. Heuley to J. Humphries; J. Moxon, section 12, Block VIII, Apiti, to A. Knyvett; G. Osborne, section 30, Block XI, Apiti, to H. Osborne; J. H. Eichardson, sections 87 and 123, Block XI, Apiti, to E. Irvun; W. Swiney, sections 11, 12, 45, 46, 129, 131, 138, Block XI, to E. Goodbehere ; F. Gagern, sections 3, 17, to F. S. Guy.— Carried. Proposed by Mr Dickin, seconded by Mr Browne, That the tender of James Breen, for construction of a six foot track on Finmsroad, as per plans and specifications, be accepted; also, That the tender of B. R. Avery, for erection of Board's offices, as per plans and specifications, be accepted.— Carried. Proposed by Mr Browne, seconded by Mr Lucas, That all roadmen employed by the Board receive 7s for eight hours work from this date. — Carried. Proposed by Mr Bell, seconded by Mr Arbon, That Mr Ashworth's proposal, re application of his thirds, be agreed to by the Board. — Carried. Proposed by Mr Lucas, seconded by Mr Browne, That Wardens Lucas and Arbon sign all plans, specifications, and agreements, and affix the Board's seal thereon. — Carried. Proposed by Mr Dickin, seconded by Mr Lucas, That applications for the position of ranger for the Pohangina Eoad Board be sent to the Chairman of the Board by noon of Saturday, October 14 ; applicants to state terms on which they will undertake the duties. — Carried. The Board then rose.
