The Duke of Edinburgh has proclaimed his accession to the Duchy of Coburg, and assorts his loyalty to the German Emperor and the Empire. Mr Henri Rochefort, in th« course of an interview, gave it as his opinion that M. Challoniel Lacour would be the next President of France, and if so, from his point of view, would be the worst the country had ever had. The Right Honorable Sir Charles Synge C. Bowen, Lord Justice of the Supreme Court, has been appointed one of the Lords of Appeal in ordinary, vice Lord Hannen, resigned. Capetown, August 29. King Lobengula has despatched envoys to Capetown to treat with Sir H. Loch and Mr Cecil Rhodes. Munich, August 29. Prince Ferdinand D'Este is bethrothed to the Princess Elizabeth, of Bavaria, grand daughter of the Austrian Emperor. Bankok, August 29. The French are erecting earth-works at Chatabun. The trade of Bankok is still unsettled.
