HOME RULE AMENDMENTS DISPOSED OF. THIRD READING ON WEDNESDAY. SCOTCH DISESTABLISHMENT. [Per Press Association.] London. August 25. Tho Duke of Devonshire, in a speech upon Home Rule, said the House of Lords would bo guilty of miserable cowardice unless it rejected the Bill. He claimed the right to remit it to the judgment of the nation upon a definite issue. The retention of Irish members at Westminister in an amended form was most tolerable. If the Bill did eventually pass the Unionists would demand autonomy for England, too. August 26. At 11 o'clock last night the closure was enforced on the debate on the motion to report on the Home Rule Bill, and the motion was carried by a majority of 38. There was no scene, and the remaining amendments wero disposed of mostly without division. Mr J. Motley's amendment giving power of appointment of Judges of the Supreme Court and County Courts to the Viceroy was carried by a majority of 38. Tho third reading of tho Bill has been set down for Wednesday next. Replying to a Scotch deputation, Mr Gladstone professed to be favourably disposed towards a Scotch Disestablishment Bill in preference to a Scotch Suspensory Bill, as it would more readily accomplish tne object in view. It is stated that tho Opposition will combat everything at the autumn session, in order to enforce a general election on the Home Rule issue alone.
