FURTHER DETAILS. A TRIUMPH FOR ENGLAND. (PER PBESB ASSOCIATION.) London, August 16. The official text of the decision of the Arbitration Court has now been published. The judgment defines the Beh* ring Sea as being included in the phrase " Pacific Ocean," and decides that America has no exclusive property in seals outside the three mile limit of American islands. This is in accordance with the international law that no nation has property in the sea outside a three mile radius of its territory. The Commissioners advise that America and England should enact ktriugent joint regulations for the protection of the seals. The English press express pleasure at the unanimity of the award re the Behring fishery, and consider it a great triumph for the principle of arbitration. The Behring Commission's award limits Russia's jurisdiction in the Behriug Sea to eanuon-shot distance from the shore. The Standard says that Great Britain has never recognised Russia's claims to jurisdiction beyond her territorial limits. Ottawa, August 16The Canadian press complain of the severity of the regulation regarding the closed time for sealing in the liehring Sea, but are glad at the prospect of the United States having to pay damages for the recent arrest. It is estimated that the United States will have to pay one million and a half dollars for illegal seizures.
