The Times asserts that unless the clo. sure is enforced on the Home Rule Bill on Us report stage, the discussion will extend over a month. Gladstone refuses to mike a promise to introduce next session a measure providing for the disestablishment of the Churches in Scotland and Wales. At a meeting of the Welsh Liberal Federation it was resolved to form an independent pnrty in the House of Commons and overthrow the Government unles* the disestablishment of the Welsh Church iras definitely promised this session. August 15. The Times says the Unionists will force the Government to dissolvo when tbe Lords reject tho Homo Rule Bill, unless the meiiiuire is at onco submitted to the House of Commons.
