The Government Licensing Bill

*—— (TEE FBEBB ASSOCIATION.) WuitiNGTOir, August 14. The Post tonight states that a new Licensing Bill is still on the stocks, but the Government hope to have it ready for circulation tomorrow. It is understood that the measure will propose to greatly extend the licensing districts, probably making them co-terminous with the electoral districts, and to take the Local Option poll ou the electoral, and not on tiie ratepayers', roll, requiring an actual majority of those on the roll or a two* thirds majority of those who vote for the Bill, will provide, in view of recent decisions, that any expression of opinion on Prohibition, no matter how strong, will not disqualify a man for a seat on a Licensiug Committee.
