Shuttleworth, Secretary to the Admiralty, in reply to a question in the House ot Commons, said there had been thirty accidents to British warships since 1890 owing to incorrect charts. Sir E. Gray said the three Powers intersted would discuss what was to be done with Mataafii, of Samoa. The bank rate of discount is 4 per cent., and three months' bills are discounted at 4\ per cent. At the Socialists Congress to-day the Australian delegate was discussing the advisability of a universal " May day " when the Belgian Chairman enforced tho closure. This action enraged the Australian who withdrew shouting " Australia is worth ten Belgiums." Great uproar ensued
