(PBII PUESS ASSOCIATION.) London, August 8. Three new clauses were rejected in one division. Messrs liathbone and Mclnnoa voted against the Government. There was much excitement when the Speaker refused to allow the clauses to be moved in the absence of the members who had given notice. Mr Balfour did not move bis amendment, having arranged to discuss it upon tk similar motion by Mr McCarthy. Mr J. Parker Smith, M.P. forPartick, moved to appoint a commission to rearrange the Irish electorates. The mo* tion was negatived by it. Mr T. W. liussell, M.P, for Tyrone, said the Govern merit proposal* were the I worst kind of jerrymandering. | Mr Gladstone replied that they were ! really based oh population. Mr T. Healy contended that the I Unionists would roaliy obtain more members than they were entitled to. Mr J. Morey said the Government was willing to allow single electorates if they wore demanded.
