An earthquake has been felt at Leicester. The shock extended over an area of Id miles. A heavy rumble accompanied the upheaval, and in numerous instances the residents became alarmed and fled from their houses. It is announced that for the first time in the history of manoeurves the defence fleet won, and that Admiral Fairfax was unable to force a blockade on the Irish Sea. Mr Stewart the Official Receiver, in his observations upon the Federal Banks, said the matter commenced with the Australian management and required scarcely any investigation. The London Chartered Bank reopens in the colonies on Monday, and in London on Tuesday. The scarcity of coal is causing many factories to restrict operations. Mr Stewart, Official Receiver, states that Goldsborough, Mort and Co's liabilities in London are LI, 382,000 ; liabilities in Australia and London combined, L 8,489,000; leaving a surplus of L 450.000. Mr Gladstone, in a letter referring to the autumn session, states that it is the intention of the Government to take the necessary measures to meet further obstruction, and praises their spirit of sacrifice. Sir Ashinead Bartlett, in the House of Commons, asked if the Government was aware that, owing to the closing of the Indian Mints, the value of British se> curities had decreased by £130,000,000. The Premier replied that he was not aware of such a reduction. E«sex concluded their first innings for 237. The Australians in their second innings knocked up Ml. A further shipment of £300,000 in gold has been scut to Now York. Madrid, August 5. The Spanish Government has agreed to offer no opposition to the occupation of the Solomon Islands by Great Britain. St. Petersburg, August 5. Russia proposes to construct a new military railway to the Austrian frontier. Berlin, August 5. The German Anti- Slavery Committee has been wound up. It is alleged that 2,000,000 marks have been muddled away. Naples, August 5. Cholera is spreading in the city. New Yohk, August 5. Further bank failures in Minnesota are reported. The United States cities are suffering from absence of currency owing lo people hoarding up the money. A man has confessed to firing the World's Fair in order to corer the ezteu* sive thefts of the employes. During a Russian fete in the Chicago Exhibition an insult was paid to the Czar bj Anarchists. In the melee which followed knives and daggers were used, and 12 persons were wounded. The Chicago Exhibition has funds in band, and is paying dividends. Washington, August 5. Tho citizens of Denver City, fearing riots in consequenco of tbe closing of the mines, are{ organising charitable aid for tbe men thrown out of work.
