WOMEN'S FRANCHISE QUESTION.

THE CLAUSE CARRIED. The Electoral Bill was considered in committee. Clause 3, " Interpretation," which contains the provision for women's franchise, proved a stumbling block and provoked an exhaustive discussion. Mr Blake moved an amendment, declaring women eligible to occupy seats in the House, but the proposal was opposed by the Premier on the ground it would jeopardise the passage of the Bill. Eventually the amendments were rejected by 33 to 12. An amendment by Mr Tanner to abolish the property qualification was lost 31 to 14. Mr O'Connor moved an amendment placing leaseholders on the same footing in the exercise of the franchise as free • holders. Mr Seddon supported the amendment which was carried on tha casting vote of the chairman. Progress was reported and the House rose at 1.30.
