(PER VHEHS ASSOCIATION.) London, July 19. In the House of Commons to«day, the Hon A. J. Balfour movod an amendment to the clause under discussion ia the Homo Rulo Bill, that no Civil servant in Ireland should bo dismissed until ho had been offered an equivalent position in England or Scotland. The amendment was rejected by a majority of 42. The Home Rulo Bill will be reported from committee on August 7. and a fortnight will be allowed for tho debate on the report and the third reading.
