Legislative Council. (pee press association). Wellington, July 7. The Public Petitions Committee reported they had no recommendation to make on the Bishop of Waiapu's petition to amend the licensing laws. Mr McCullough gave notice to introduce a Bill to incorporate the N.Z. Institute of Journalists. The Libel Bill passed through Committee with only verbal amendments, notwithstanding the hostile attitude of Mr Macgregor, who opposed Clause 14. providing for security for costs, on the ground that a poor plaintiff could not have justice, being unable to find costs, and this contention was combatfced by Messrs Bigg, Kerr, McCullogh and Whitmore, who said if a poor plaintiff felt aggrieved he might remove the action into the Magistrate's Court on showing sufficient ground, where the costs would be very trifling. The Bill was reported, and put through its final stages. The Council rose at 4:45 p.m. till Tuesday next.
