In the House of Commons to-day in committee on the Home Bale Bill, Viscount Wolmer, M.P., for Edinburgh West, proposed an amendment to prohibit the Irish Parliament discussing subjects on which it was forbidden to legislate. Mr Gladstone, speaking to the amendment, thought it would not be wise to adopt such a course, and even if carried it would be impossible to enforce it. At all events they would be unable to do so without the right of petition. The amendment was rejected by 21. The Times, referring to the reduced majority, says it proves the Liberals are recoiling from tho results of a blind submission ' to Mr Gladstone.
