Harcourt has introduced th< Local Control Bill, the provisions o which are on lines already cabled. Il will not come into operation for three years, except in regard to Sunnaj' closing the provisions' appertaining to which will come into force immediately the measure becomes law. The Bill does not provide for compensation to license holders. The first reading was agreed to. The Unionist press characterise the Bill as a crude production. It does not apply to Ireland. The Vienna correspondent of the Standard says that Russia has her plans per fected for landing 40,000 men at Constantinople if it becomes desirable. He further asserts that the Turks would be quite unable to prevent the landing, as their largest men-of-war are rotting in the liar bor, and have no guns on board, while no British force conld arrive in time to prevent the expedition securing a footing. Replying to a question in the Eeichstag as to whether GermaDy would be prepared to join England and America in referring special disputes to arbitration, Von Caprivi said the Government would do so, except in regard to Alsace, which Germany would shed her last drop of blood to keep.
