We admire the pluck of the Napier Borough Council. We learn from the Telegraph that travelling book-hawkers were the subject of a discussion at the Council on Wednesday night, when it was decided that they should not only have to pay a license fee if they hawked books, but also if they solicited orders for them. Councillor M'Vay did not speak very eulogistically of this class of people, who came to the town and hawked about inferior books to the detriment of resident booksellers and agents, who paid rates and helped them to run the town. If he bad his way he said he would raise the cost of the license to ten pounds. We hope all the other Borough Council's in the colony will follow this very excellent example. If they do, a great nuisance will be abated.
