FRIGHTFUL EXPLOSION ! A DESTRUCTIVE BLIZZABD (PRR PRESS ASSOCIATION). New Yokk, October 17. Thirteen miners hare been entombed by a colliery explosion at Shamokon in Pennsylvania, and the chauces of their being rescued are considered hopeless. A blizzard has been raging in Colorado for two days, and many people have been frozen to death, London, October 17. Lord ft. Churchill, in a letter to the Press, opposes the formation of a distinct labour party in the Tory ranks, and declares the Tories will give practical legislative effect to much which the labor element demands. It is reported that cholera has ceased in Persia. The total mortality did not amount to more than 6000. Mr Gladstone has written to Sir Gavin Duffy, that he is unaware of any distinction between vetos of the crown and Parliament over the colonies, legislation. Earl Roseberry writes that the only veto Parliament has consists in passing an Act to over ride colonial acts. A power rather abstract than concrete. The funds which have been held by the Parisian bankers since the death of Parnell hare been placed in the hands of a joint committee, The floods have ruined the crops in Yorksnire and North Wales. It is reported that General Li Hung Chang, Prime Minister of China, has be come insane. Mr Arnold Morley, Postmaster-Gen-eral, has promised Mr Percivai to submit the question of the Frisco Service to the Treasury again. He hinted that if the service were fortnightly instead of monthly, as at present, it would be of much more importance, and would demand greater consideration. Beblin, October 17. In consequence of an assertion by French officers engaged in Dahomey that the Germans are assisting the natives by building earthworks and supplying arms, the Emperor has ordered an enquiry, Calcutta, October 17. Envoys from seyeral of the tribes in Burmah are suing for peace. No anxiety is felt for the safety of the garrison at fort White. The steamer Bokhard was wrecked on a sand island in the Pescadous group, near Formosa. The commander and a majority of the crew were lost, and twentythree saved. Ottawa, October 17.
