Wellington. October 3. The debate on the petition of Herewini Te Toko*.* B continued at great length, Mr Kapa moved as an amendment that in the opinion of this House the Govern ment should compel John Lundon to refund the £713 illegally obtained in con nection with the purchase of the Kaitaia Block. ' The Hon Mr Seddon agreed to accept Mr Kapa's amendment, although he could noi admit that the Government were to blame in the matter. After a debate lasting nearly six hours the amendment was carried and the House rose at 1 a.m. October 4. Mr Hamlin asked the Speaker whether be was aware the Public Petitions Committee had this morning proceeded to the public gaol in Wellington to take the evidence of the prisoner Chemis without the knowledge or consent of the House. The Speaker said that no doubt according to precedent the proper course would have been to bring the matter before the House and obtain the Speaker's warrant before taking such action. Mr C. H. Mills, (Chairman of Committee) explained the action of the (■ommittee, and after a lengthy discussion Mr Hamlin moved that a breach of the privileges of the House had been committed, which was agreed to on the yoices. The Hon Mr Seddon moved the second reading of the Payment of Members Bill, to provide for the annual payment to members of the Legislative Council of £150 and to members of the House of Representatives of £240. The second reading was carried by 32 tQ 2B. „ ± , . September a. , The Hon. Mr Seddon brought up the report of the Mauagers appointed to confer with the Council on the Electoral BUI. He moved that Sir John Hall and Messrs W. Hutchison, Pmkerton, and the mover be appointed a Committee to draw up reasons for disagreeing with the Council amendments.— Carried. It was decided to disagree with tbe ameudmants made by the Council in the Industrial Conciliation Bill, and Captain Eussell and MessrsEarnshawand Pinkerton were appointed a Committee to draw up reasons. Messrs J. McKenzie, Seddon and Puncan were appointed a Committee to confer with the Council on the amendments in the Land Bill. „ Replying to Mr Eolleston, the Hon. Mr Seddon said he hoped to be able to finish business this week.
