Wellington, September 26. After a long debate on the Legislative Council appointments the House went into Committee of Supply for the consideration of the Estimates. Colonial Treasurer's Department, £44,679, was agreed to. The Public Trust Office Expenses Account, £6261, was agreed to. The Department of lands and Survey, £10!), 162, was passed unaltered. | September 27. In the absence of the Premier, the Hon. Mr Seddon announced that the Government had decided to drop the following Bills . — Lands Transfer Act Amendment, Public Works Act Amendtueut, Land Drainage, Stock, Unclaimed Moneys, Wellington Fruit-growing Association, Education Reserve, Inspection of building Appliances, Boarding and Lodging Houses, Companies, Branch Register, Labour Department, Civil Service, Native Land Court, Manual and Technical Elementary Instruction, Codhn Moth, Shipping Act Amendment, Municipal Corporations, Adulteration Prevention Act Ameudineut, Civil Service Officers' Guarantee, Hawkers and Pedlers, and Noxioue Weeds. He moved that those Bills be discharged from the Order Paper. The Hon. Mr Seddon's motion was agreed to. September 28. The Land Bill was further considered in Committee. A new sub-section was added to Clause 187, providing that the holder of a run of a carrying capacity of less than 20,000 sheep or 400 head of cattle may become lessee of an aggregate area sufficient to carry such number of sheep or cattle. The sub-section was carried by 12 to 1, the later bemg recorded by Sir Patrick Buckley. Clause 197 was amended so as to give mortgagees power to sell a mortgaged run two years from the time such power shall have accrued, instead of 12 months. The Bill as amended was reported. The third reading has been fixed for the next day. Mr Buckland asked for leave to withdraw the Washers and Manglers Bill from the order paper, but as several members objected, his request was not complied with. The Postmaster-General, replying to Mr Moore, said he could not alter the regulations charging 2d for open envelopes on which the words ' with thanks' are written. The House then went into Committee of Supply for the consideration of the Estimates. Justice Department, total vote £121,105. — Item £1195, Department of Justice and Patent Office. — Item passed. Agricultural Department, total vote L33.B2o.— After some debate the total vote was passed. The Defence Department, total vote L6B,2BL— ltems, L 53.150, Permanent Militia and Volunteers. Allusion was made to the claims of Colonel Stapp for a pension, And the Minister promised to inquire into the case. Police Department, total vote L 95.452 — Passed. Public and School Buildings and Domains Department, total vote L 49,000. — Passed. The Hon Mr Seddon stated,, that the amendments made by the Council in the Electoral Bill were of a very important character, and such as be could not advise the House to concur in. He would therefore, move that the House disagrees with the amendments made in the Bill. The mortion was carried after a couple of hours' discussion, and the Hon. Mr Seddon, and Messrs Tanner and Guinness were appointed managers to draw up the reasons for disagreeing and to confer with the Council.
